As the vulnerability of social system had been more complicated, traditional and non-traditional risk have became hard to anticipate. In America after 911-event and Katrina hurricane the organizational resilience of public emergency have became the center in not only the academic but also in practical field. Besides the public emergency system has changed the perfect defense mode from "zero tolerance of all risk" to the resilience defense mode "prepare to suffer risk". At present, the organizational resilience of public emergency is a short board that needs to be developed urgently in Chinese public emergency management. And the academic research in this area is insufficient in China. The organizational resilience should be enhanced not only within inside of the organization itself, but also from the outside social capital and the inter-organizational learning. Therefore, this doctoral dissertation focuses on the related mechanism among inter-organizational social capital, inter-organizational learning and organizational resilience. This doctoral dissertation follows the paradigm of scientific research, and unfolds as follows, "offering the problem, literature review, analytical framework, research hypothesis, questionnaire design, measurement, statistical modeling, policy recommendations". During the survey,239 questionnaires were distributed to the leaders of public emergency organization, and the researcher enployed a series of statistical techniques to analyze the data, such as descriptive statistics, structural equation modeling, simultaneous analysis of several groups. And the most important findings are as follows:(1) The descriptive statistics results show that the overall level of inter-organization social and organizational resilience is a little below average, the overall level of inter-organization learning is a little above average. And the T-test shows that there are significant difference between the East and the Midwest areas.(2) The modeling indicates ①The Structural social capital dimension didn’t have significant direct effects on both organizational flexibility dimension and organizational recovery dimension, but it have significant indirect effects on the both by the mesmeric effects of inter-organization learning.②The relational social capital has significant direct and indirect effects on the organizational flexibility, and the relational social capital didn’t have significant direct effects on the organizational recovery.③ The Cognition Social Capital has significant direct and indirect effects on both organizational flexibility and organizational recovery. When inter-organizational learning is regarded as endogenous variable, it is affected by all of the Structural, the Relational and The Cognition Social Capital.⑤the Midwest areas’direct effects that inter-organization social capital has it on organizational resilience are higher than the East’s. On the other hand, the East’s’direct effects that inter-organization social capital have it on inter-organization learning is higher than the Midwest areas.(3) The conclusion about policy proposal.①Currently, government should set up the idea of dealing in inter-organization social capital, building the capacity complementation.②Emergency organization should construct Multi-channel knowledge acquire system, Break the dilemma of Information Island, coexistence of encourage success and tolerant failure.③From the resilience aspect, one is pay more attention to education and training, in order to raise the level of autonomous decision, promote organizational Improvisation, boost team bricolage. Another is strengthening institutional building, in order to form the role defense norm, develop the material repair institution and maintain institution for information and communication system.
