Studies On Implementing Occupational Pension System Of Liaoning Provincial Public Institution

In order to improve the pension system in Liaoning Province,and to achieve social justice,establish a multi-level old-age security system,and then promote the reform of old-age pension system in Liaoning Province,establish a supplementary pension insurance system in addition to the basic old-age insurance system That is,the occupational annuity system is an important guarantee for the gradual transition of realizing the reformation of the pension system in Liaoning Province.In view of this,this paper studies the implementation of occupational annuity system in Liaoning Province.This article analyzes the establishment and development of the occupational annuity system and its implementation in Liaoning Province,and analyzes the existing problems in the implementation of the occupational annuity system in Liaoning Province through the methods of inductive analysis and comparative analysis,Mainly including the supporting policies for the implementation of the occupational annuity system,the details of the operation and the regulatory system to be improved.Further analysis of the causes of these problems include:lack of planning,difficulty in guaranteeing the unification of occupational annuities at the national and local levels,annulment of operating mechanisms with annuities,incomplete legal system and lack of financial support,Should have a role.Through the research,in view of these problems and the analysis of the causes,through the comparison and enlightenment of the occupational annuity system and the tax-benefit policy of the public servants in the United States,Germany and Japan,it is proposed to improve the implementation of the occupational annuity system in the direct units of Liaoning Province Relevant suggestions,such as improving the supporting policies for the implementation of the occupational pensions system,perfecting the operating rules for the implementation of the occupational pensions system,perfecting the supervisory system for the implementation of the occupational pensions system,improving overall planning and management,and increasing government financial allocations.Through research,I hope to provide theoretical support and operational suggestions for the improvement of occupational pension system in the national institutions.
