Research On Evaluation Of Transmission Competence Of Government Data Open Platform

Data opening has become an irreversible trend in the world.Various countries have responded positively and have established government data open platforms to meet the public's data needs.At present,more than 20 local government data open platforms have been built in China.The status of these platforms,what problems exist,and how they should be improved have become important issues in the field of data opening.From the perspective of communication science,this paper regards the government data open platform as the network medium for the dissemination of government information resources,and builds an index system from two dimensions of the dissemination ability and the dissemination effect to evaluate the transmission competence of the government data open platform.The purpose is to find out the problems existing in the construction of the government data open platform,propose specific suggestions on the promotion of communication capacity,and provide development ideas for the existing and ongoing government data open platforms.First,on the basis of literature research,the transmission competence of the government data open platform is defined as the ability of the government to manage data,provide data and related services through the data open platform,and to produce influence and value to the society.With reference to the domestic and foreign government data open evaluation project,the transmission competence evaluation index system of the government data open platform is constructed on the basis of the framework of the transmission competence.The first-level indicators are dissemination ability and communication effects,and the second-level indicators are data layer,functional layer,usage,and influence.There are 9 third-level indicators and 33 fourth-level indicators.The weight of each index is determined by AHP.The evaluation index system is applied to 19 local government data open platforms in China.Through data statistics,observation and comparison,each index is described,analyzed and assigned.Combining the index weight,we get the transmission force index of each platform.Finally,summarizing the problems existing in the government data open platforms in China,and puts forward suggestions for improving transmission competence from the perspective of communication science.The study finds that the transmission competence of the local government data open platform in China is generally weak.The platform's transmission competence in Shanghai is obviously stronger than other platforms,especially in terms of usability.At present,China's local government data open platforms mainly have the problems of low degree of openness,low user activity,imperfect functions,unclear boundaries between data opening and information disclosure.The local government should take measures to improve the transmission competence of data open platform from the aspects of the communicator,the content of communication,the channel of communication,the object of communication and the environment of communication.
