The Research On Construction Of Quality Evaluation Index System Of Chinese Open Government Data

Big data is becoming a new economic growth point,with the advent of the era of big data,government departments that have the advantages in capital,human resources and policies are playing an important role.In order to make it more convenient for the public to obtain and use government data,and to make government data applicable to all fields required and create new economic and social values,open government data has become an important core and inevitable trend of social development.Open government data is not only a simple government information transparency,but also a top priority in data quality,which is related to the reuse of government data,government decision-making and social development.The establishment of open government data quality evaluation system is conducive to the standardization of open government data quality,the standardization of scientific management of open government data,and the promotion of benign construction of open government data.Based on the existing data quality evaluation dimensions and combined with the status quo and characteristics of open government data,this paper determined four first-level indicators: Data content,data expression,data utility and user experience,and 12 secondary indicators related to the quality of open government data,including accuracy,integrity,consistency,machine readability and security,are divided according to these primary indicators and constructed the data content index of open government data.After the construction of the open government data quality indicators,through the analytic hierarchy process(AHP),for the government to open up the data quality evaluation,the related factors into goals,principles,scheme,such as level,on this basis,using expert investigation method,given to the importance of the data quality evaluation index scores,the expert questionnaire data,represented by the different weights of each index,the index system more reasonable and perfect,and calculated the government open data of the index of the quality system and sequence them.Through the above research,this paper concludes that in the quality evaluation of open government data,the data content index of open government data is very critical and is the top priority of government big data quality.The accuracy of data quality is the most important factor affecting the quality of open government data,which reflects the requirements of open government data on data content,and puts forward specific Suggestions on the application of quality evaluation index system of open government data.
