Since the 1990 s,the world's scientific and technological patterns have undergone major changes.Many high-tech military technologies have taken the lead in civil use and achieved major breakthroughs.The integration of military and civilian development has risen to China's national strategy in 2005,providing a new direction for national defense and army governance,and has also promoted the rapid development of civilian technology.The transition from the initial integration to the highly integrated transition is a phased feature of the current integration of Chinese military and civilians and still faces many obstacles and contradictions.In this context,exploring the development path of Chinese military-military integration is of outstanding practical significance for the formation of a deep-development pattern of military-civil integration that is full-fledged,multi-field,and highly effective.This article attempts to find the core contradiction and its internal mechanism in the development of civil-military integration,and explores the possibility and feasibility of the development of new towns as a military and civilian integration.First of all,we have combed relevant studies on the development of military and civilian integration at home and abroad,summarized the research status and development trends,and made clear the theoretical basis of this article.Secondly,it describes the current development of military-military integration,outlines the general rules for the development of civil-military integration,and then clarifies the core contradictions facing the integration of military and civilian development on the basis of theoretical analysis,and analyzes the institutional,operational,and technical characteristics of core contradictions source.Thirdly,the characteristics and functions of the featured towns are analyzed.From the three perspectives of the function mechanism,the industrial development mechanism and the governance mechanism,the congruence between the integration of the characteristic towns and the military and the people in innovation and development is discussed.Based on this,an analytical framework was constructed to summarize and summarize the development experience of Xi'an Weapons Town,and to concise the general logic and path of the development of military-civil integration towns.Finally,based on the analytical framework of the integration mechanism of the featured townships and civil-military organizations constructed in this paper,the feasible path for the construction of a civil-military integration town in H city was designed.Based on the industrial development,functional requirements,and governance measures,the “military township research institute” was established."The five-in-one military and civilian integration of the characteristics of the town mode of operation,and put forward the corresponding supporting measures.The military-military integration strategy is related to national defense security and national development.In the context of the new era,it also gives it new meanings and challenges.From the perspective of a featured town,exploring new paths for the integration of military and civilian development will play an important role in driving the development of civil-military integration and the development of the national economy.In the long run,it will also be of great benefit to realize the innovation and sharing of military and civilian integration.
