Countermeasure Research On Promoting The Development Of Fengli Town Of Luoyang With Military-civilian Integration Industrial Park

First of all,military-civilian integration is an important strategic decision of China in the new era and the new situation,taking into account economic construction and national defense needs.After several periods and stages of development,it eventually rises to the national strategy after the 18 th National Congress of the Communist Party of China.In order to better support this national strategy to maximize the integration of military and technological resources,high-tech industrial agglomeration and large-scale development,the military-civilian integration industrial park comes into being under this background.At present,many cities and towns in China have begun to establish a military-civilian integration industrial park,rely on which can the declaration work of the military-civilian integration demonstration zone be started.As the southwestern marginal town of Luoyang,Fengli Town has no precise industrial settlement and there is no strong external force.There is a serious bottleneck in the development of Fengli.On the basis of carefully combing the relevant literature at home and abroad and based on the two theories of regional economy and industrial cluster,this paper analyzes the current situation of the integration of military and civilian integration in Luoyang.We find that although the strength of military and civilian integration resources in Luoyang is strong,the industrial layout is scattered and the industrial agglomeration effect is not significant,and the ability to innovate in science and technology still needs to be improved.Therefore,the construction of a militarycivilian integration industrial park has a realistic necessity.On the other hand,by combing the development history and industrial status of Fengli Town,we can find out the constraints and bottlenecks in the development of Fengli Town in the past.Based on these findings,this paper proposes the countermeasure research of promoting the development of Fengli Town with the military-civilian integration industrial park.This paper also proposes relevant solutions to promote the development of Fengli Town in the orientation of the military-civilian integration industrial park,industrial layout and infrastructure construction.It is concluded that the settlement of the military-civilian integration industrial park will help Fengli Town to clarify its industrial positioning,promote industrial transformation and upgrading,make an industrial agglomeration effect and fundamentally improve its backward infrastructure.It also helps Fengli Town to provide endogenous power to itself and open communication channels to the outside world.These solutions have an important role in promoting the economic development of Fengli Town and reducing its dual structure difference between urban and rural areas.For these countermeasures,this paper gives relevant policy recommendations at the end,which include making more enterprises settle in Fengli Town by increasing investment promotion,providing financial subsidies to help enterprises develop,attracting global high-tech talents and providing jobs for local residents.By taking Fengli Town of Luoyang as an example,studying the impact of the settlement of the military-civilian integration industrial park on its development has two implications.First,it provides a reference for the development and construction of Fengli Town,and for the corresponding policies to be made in the future.It also provides a theoretical basis for promoting the development of backward areas with industrial parks.
