Research On The Comprehensive Governance Of The Stakeholder Economic Crime Of Heilongjiang

Stakeholder economic crimes are crimes related with securities fraud,pyramid schemes fraud and other types of fraud,involving unspecified social groups,large numbers of victims,serious social hazards.In China,the economy is in a rapid development,various new financial concepts sprang up at high speed,however,the financial laws and regulations are imperfect,leading to financial crimes as stakeholder economic crimes.China has had 40 years of reform and opening up,its social and economic structure have been through complicated,high-speed and continuous adjustments,earning its rapid economic development and remarkable economic growth.However,meanwhile,the Gini coefficient soars,the gap between rich and poor continues to widen,money worship grows and rapidly spreads through the internet,resulting in a high incidence of stakeholder economic crimes.The victims suffered from the stakeholder economic crimes often seek for high profits,have weak legal awareness,eager to retrieve the financial losses,they will quickly turn to the participants for group petition with the instigation from the malevolent people.Such typical stakeholder economic crimes have became one of the most important issues that disturb the public order and influence building a socialist harmonious society.Stakeholders economic crimes have the characteristics of involving a large number of participants,spreading far,making huge influences,having serious social hazards,which requires the relevant government manager and the judiciary must pay great attention to.They must conduct a systematic analysis and research,find out the methods to effectively prevent and forcefully crack down on stakeholders economic crimes and promptly put them into action.In general,this article gradually analyzes the characteristics of stakeholder economic crime in depth,summarizes the causes,and proposes prevention and control countermeasures.Specifically,the article first presents the research background and significance and then introduces the basic concepts and implications of the stakeholder economic crimes.Secondly,this article analyzes the remarkable characteristics and the magnifying tendency of such crimes based on the criminal cases in Heilongjiang Province.Furthermore,this dissertationdissertation investigates the causes of the stakeholder economic crime from four perspectives,economic factors,human factors,laws & regulation factors and government management factors.Finally,according to the crime causes,means,and characteristics,the article brings up five targeted countermeasures to reduce and prevent stakeholder economic crime: one is to set up a professional team,the other is to strengthen early warning and prevention,the third is to increase the power of strike and the fourth is to improve the cooperation between different departments,five is to work carefully for society stabilization.
