Assessment And Enhancing Strategy Of Flood Resilience In Urban Community

With the changing global climate,the probability of extreme precipitation is increasing,and the urban local climate and nature of the underlying surface changes with the urban economic and social development.These lead to urban flood present a characteristics that high frequence,wide area,and the loss serious.Community,the grass-roots management organizations between the government and the family,play an important role in risk controlling and premature handling.The resilience of community level influences the disaster management in urban community directly.This paper reviews the progress in research on the resilience in home and abroad,analyses the concept of resilience,the composition of resilience,influencing factors,and the assessment model.And takes the communities of Hongqi District in Xinxiang,Henan as an example and appraise research,conclusions are as follows:(1)The integral level of urban community flood resilience is not high,and nearly 80% of the communities were at a level below average.Specifically: three communities at low resilience levels,accounting for 33.3%;four communities in the medium range,accounting for 44.5%;higher level accounts for only 22.2% of the total sample.(2)The key influenc factors of urban community flood resilience can be summarized as physical factors,institutional factors,economic factors,population factors using principle component analysis.The primary parameter affecting the urban flood resilience turns to be physical variable,while economic,demographic and institutional factors becomes the secondary,thirdly and the fourthly one.(3)The resilience is different for individual with different demographic characteristics.For the gender,the female is higher than male;for the age,resilience presents "high-low-high" overall trend;for the education degree,it shows positive correlation;for the professional division,students resilience is highest.From the above research conclusions and the problems on-the-spot investigation,the improvement is carried on from four aspects:(1)Improve allocation system of the emergency management;(2)The project measures is the important part of flood control system;(3)Strengthen community residents’ disaster education;(4)Increase the intensity of insurance of commercial insurance.
