Research On Community Resilience Assessment From The Perspective Of Urban Safety

In recent years,with the speed of urbanization,the rapid increase of urban population driven by economic development makes cities often face more uncertainty of emergencies,which brings huge loss of life and property to cities and residents,and urban safety has become an important issue of urban governance.As the basic unit of urban governance,the degree of community resilience will have an important impact on urban safety.Therefore,the most fundamental and effective way to improve urban safety is to enhance the resilience of the community through scientific and reasonable resilience management,and the scientific assessment of community resilience and the corresponding management and enhancement strategies have become a hot issue of research at home and abroad.How to design a community resilience assessment index system suitable for the Chinese scenario has also become an urgent problem to be solved to improve urban safety.This paper aims to design a scientific and reasonable community resilience assessment system and propose governance and enhancement strategies based on the assessment results,so as to provide scientific guidance for community resilience governance and urban safety enhancement.Firstly,based on the in-depth analysis of domestic and foreign literature on community resilience and resilience assessment,and using disaster society theory,community resilience theory,complex system and governance theory,the theoretical basis of community resilience,resilience assessment and resilience governance is defined and analyzed.On this basis,the current situation of governance and the problem of governance subjects,governance methods and governance content were analyzed accordingly,and the community resilience assessment index system was designed after literature screening and index selection,including the first-level indicators are community stability,community rapidity,community adaptability and community redundancy,and then the corresponding indicators were assigned and evaluated using the G1 combination of standard deviation correction-based assignment and comprehensive fuzzy evaluation method.Then,the G1 combined weighting and comprehensive fuzzy evaluation method based on standard deviation correction was used to assign weights and values to the corresponding indicators,in which the first-level indicator with the largest weight was community stability,and the first-level indicators with higher values were community stability and community redundancy.Finally,based on the empirical results of the evaluation,the corresponding governance and improvement strategies for community resilience from the perspective of urban safety are given,and scientific guidance suggestions are given for the subsequent improvement of community resilience governance and urban safety.
