Research On Evaluation And Strategy Of Urban Community Resilience Based On Transient Population

At present,the natural disaster and frequent occurrence of various emergencies has brought huge impact and damage to cities.As the basic unit that first perceives of the disaster risk,it is of great significance to establish and enhance the urban communities resilience to improve their ability of self-organization,self-adaptation and sustainable development.At the moment,the massive influx of transient population has also brought challenges to the cities,especially the problem of disaster prevention and mitigation in transient population settlements.Although the current domestic and foreign research on community resilience has set off an upsurge,there are few domestic researches and most of them stay in theoretical research.Moreover,there are few domestic studies on urban community resilience based on transient population.In this context,this article starts from the theory of community resilience,takes the communities inhabited by transient populations that are prone to urban disasters as the research object,establishes a community disaster resilience index evaluation system suitable for the transient population.The ISM method is used to determine the influence relationship between the indicators,then the ANP-CRITIC combination weighting method and ANP-CRITIC and TOPSIS multi-attribute decision-making method are used to evaluate,sort and analyze the community resilience of the transient population in the sample cities,and the correlation between the number of transient population and the resilience of the community is simply analyzed.Finally,based on the results of the evaluation,strategies and suggestions for improving community resilience of the transient populations are put forward.Combining the above qualitative and quantitative analysis,the main conclusions of this paper are as follows: Firstly,infrastructure investment level,enterprises above designated size,and age structure are the fundamental factors that affect the urban community resilience of the transient population,and the level of infrastructure investment and age structure account for the highest proportions.Secondly,Among the four dimensions,the material environment and public services,demographic characteristics account for a larger weight.Thirdly,the community disaster resilience index of the transient population in each city is below 0.6,which is all at a low level.Among them,the cities with the highest comprehensive strength in Beijing,Shanghai and Guangzhou have a lower level of community disaster resilience for the floating population.Fourthly,there is a significant negative correlation between the number of transient population and the urban community resilience of the transient population.Lastly,based on the above evaluation results and the current status of transient population management,strategies and suggestions for improving the urban community resilience of transient population are proposed from two aspects: the right path of community disaster prevention and mitigation and the special governance of transient population communities.
