Study On Resilience Improvement Of Urban Community Disasters In Post Epidemic Period

The COVID-19 outbreak has been the focus of epidemic prevention and control since the end of 2019,and the urban and rural communities became the frontline of epidemic prevention and control.The importance of community crisis management ability was increasingly prominent.It can be seen from the epidemic prevention that the results of epidemic prevention and control in urban and rural communities depend not only on the continuous investment of front-line medical staff,but also on the joint efforts of the government,the community and the majority of residents.As the cornerstone of urban safety,community emergency management capability system construction has become an important part of the current national emergency management capability system construction.The concept of "sponge city" and "resilient city" is put forward in the 14th five year plan,which provides a new idea for improving the ability of community emergency management,and has become a hot spot of current academic research.The community is the first battlefield in the face of a public health crisis.The prevention and control of the COVID-19 has exposed the shortcomings of the community in the management of public crises.As the basic unit of society,the community can accurately predict and perceive when disasters come,Adaptation and recovery,the construction of resilient communities is particularly important,and improving the disaster resilience of communities and building resilient communities complement each other.In response to the actual needs of urban communities to improve emergency response capabilities in the post-epidemic period,this article takes urban communities in W County,Shandong Province as an example,and combines the community disaster resilience analysis framework to analyze their disaster resilience performance and the causes of existing problems during the prevention and control of the new crown pneumonia epidemic.At the same time,combined with the enlightenment of foreign experience and practices,it summarizes effective methods for improving the resilience of communities in the post-epidemic period.It is hoped that when disasters come,communities can respond calmly.The research methods used in this article are questionnaire survey and interview methods.Firstly,based on the summary and analysis of domestic and foreign research literature,construct the urban community disaster resilience analysis framework in the context of the epidemic;secondly,formulate the urban community in W County on the urban community in W County.Disaster resilience survey questionnaire,the interview outline is formulated for the interviewees,based on the results of the questionnaire and interviews,the reasons for the performance and deficiencies of disaster resilience in the urban communities of W County are analyzed,and the measures to improve the resilience of communities in W County during the post-epidemic period are summarized and analyzed.Strengthen the advanced experience of community disaster resilience,and put forward suggestions on strengthening the disaster resilience of the community from the two dimensions of physical resilience and social resilience.That is,in terms of improving the physical resilience of the community,it is recommended to build a community life circle that combines peace and war,and continue to promote the construction of smart communities.Coordinate community planning and community emergency management;in terms of improving community social resilience,it is recommended to build a community emergency service supply system,improve a multi-party collaborative governance system,and strengthen the community’s own disaster prevention and mitigation capabilities.
