As the important economic department of the country,the management of the tax department,especially the management of the tax team,is related to the stability and development of the social economy.Grass-roots tax team,majority in the national tax departments,bear the most basic work in the actual tax work,therefore,the management of grass-roots tax of relationship between tax career,relationship between the national economic and social development.In the current rapid development of information under the new situation,as the amount and quality of the external taxpayers,tax policy changes,as well as the internal changes such as the tax system reform,the management of grass-roots tax has been faced with new challenges.The third plenary session of the 18 through "the central committee of the communist party of China about certain major issue decision" comprehensively deepen reform,put forward "promoting the modernization of national governance system and management ability of the grand goal,how to carry out the central party committee,the state requirements,comply with the historical development of the important measures,actively explore the grass-roots tax team management transformation,increase tax administration efficiency,good advantage of the opportunity of the new situation,the economic and social development to solve contradictions in grass-roots tax team management,improving the efficiency of grass-roots tax team management,improve tax work effect,it is necessary to become a research topic.This thesis is mainly based on the research of the management of grass-roots tax team in L city.Through literature research,investigation,study and case analysis,the research analyzes the L city the grass-roots tax team at the grass-roots level management situation and the existing problems and main role exists dislocation,unreasonable human resource allocation,training,the effect is not ideal,performance management did not play a role of actual four problems,the reasons of the existence of in-depth analysis to solve these problems,mainly to the duties of the position of division of labor is not clear,lack of professional human resource managers lack of effective planning,training,performance management mechanism is not reasonable four reasons,finally,On the basis of deep analysis put forward to further improve the L Suggestions for the management of the city the grass-roots tax team at the grass-roots level,from all the positions of clear division of responsibilities,establishing the professional team of human resource management,establishing reasonable tax team at the grass-roots level training plan,improve the performance management mechanism,strengthen the humanistic care of tax cadres team put forward the countermeasures in five aspects,to explore new measures to improve grass-roots tax team management.In this paper,the research results,help to establish a standardized grass-roots tax team management processes and build a more effective team of grass-roots tax management system,at the grass-roots level of L city the grass-roots tax team has practical guiding significance to the management.
