Study On Government Functions In The Transfer Of Rural Land Management Right

The circulation of the right to contracted management of rural land plays an important role in promoting the efficiency of land use and increasing the income of farmers.For a long time,the central government has always attached great importance to the transfer of rural land contractual management rights,and has continuously introduced incentive policies.At the end of 2016,the central government issued a proposal to improve the management right of the rural land ownership contract right,clear the "Three rights division",and further strengthen the consolidation of the rural land property rights system.In 2017,the strategy of Rural Revitalization was put forward in the nineteen major reports of the party,and the relationship between the land contract and the land contract was kept stable and unchanged for a long time.The second round of land contract was extended for thirty years after the expiration of the land contract,which provided a powerful policy guarantee for the development of the transfer of rural land contract management right.However,there are still some problems in the current transfer of rural land contract management rights,such as non-standard circulation procedures,and so on.The key to solve these problems is the government,the government plays an important role in the transfer of rural land contract management rights,and if the government functions effectively,the local circulation work will be smooth.Otherwise,there will be many incongruous areas,some even could be contradictory.This paper selects Huaiyin District,which is the underdeveloped region of Northern Jiangsu Province as the research object,investigates and studies the work of the local rural land contract management right circulation,points out the existing problems in the function performance of the grass-roots government in the circulation of the rural land contract management right in Huaiyin District,analyzes the reasons and puts forward the countermeasures and suggestions.It will provide a useful reference for the transfer of rural land contractual management right.This article first expounds the research background,purpose and significance,defines the concept of government functions,secondly expounds the basic functions of our government,and summarizes the functions of the grass-roots government in the transfer of rural land contract management right into four aspects: guidance,regulation,service and supervision;furthermore,the rural land of Huaiyin District will be discussed.The circulation of management rights and the performance of government functions,the circulation of rural land contract management right in Huaiyin district starts then,the total circulation rate is not very high,but the development is more stable,in the end of the "12th Five-Year" began to accelerate the development,benefited from the Huaiyin district government not only actively carry out the policy of holding higher level,but also actively explore innovation.The circulation mechanism has promoted the village level land tillage service agencies in villages and towns,and has achieved certain results.Although the Huaiyin district government strongly promoted,there are still some problems.From the four aspects of government guidance,regulation,service and supervision,it pointed out that there are still some problems,such as poor effect of policy publicity,consciousness of cadres,employment guarantee of farmers,financial support and so on.The main reasons for these problems will be obtained by analysis.It is also the result of misposition,offside and absence of government functions,which are manifested in the lack of smooth communication between departments,the lack of function of the trading market of land contracting and management,and the inadequacy of the regulatory mechanism.Finally,based on the four aspects of government functions in guidance,regulation,service and supervision,the paper puts forward four suggestions for the government to give full play to the government's guidance and control functions,to perfect the government's public service function,to improve the government regulatory mechanism and to effectively safeguard the rights and interests of the farmers,and to help the Huaiyin district government to optimize its functions and promote the work of the transfer of land contracted management rights in the rural areas.This paper based on practice,studies the performance of government functions in the transfer of rural land contract management right in Huaiyin District,and provides useful references for further improving government functions,improving decision-making ability,optimizing service level,and promoting the transfer of rural land contract management right.
