In order to promote the circulation of contractual management rights of rural land in an orderly way,develop and strengthen the village collective economy,speed up the transformation of new and old momentum of agriculture,promote the increase of income at the village level,realize the sustainable development of rural areas,improve the level of rural economy,land issues affect the implementation of agricultural development and rural construction.It is understood that the circulation of rural land contractual management rights has encountered many problems in its operation,such as the imperfect system and mechanism,farmers' misunderstanding and so on,which restrict the efficiency of rural land circulation.At present,the construction of new countryside has been put on the agenda at all levels.Continuously promoting the adjustment of rural industrial structure and improving the efficiency of rural land transfer have become the focus of attention of the whole society.At the same time,because of the red line of cultivated land protection,the link between land increase and decrease,and the construction of new countryside,the land problem has become a thorny problem affecting the healthy development of industrial economy.Therefore,it is necessary to strengthen the research and attention on the academic issue of "rural land transfer",especially the government's role in the transfer of rural land contractual management rights,in order to improve the standardization of land transfer,in order to protect the interests of vulnerable groups such as farmers,and provide strong support for the development of industrial economy."Land circulation" refers to the transfer of land management rights,and the essence of land is still owned by rural collectives.In terms of research background,"the circulation of rural land management rights" has become a major mode of innovation of the basic rural management system.At the same time,the strategy of "rural revitalization" also puts forward higher requirements for "the circulation of rural land management rights".In theory,this paper is conducive to enriching the knowledge accumulation in the field of "the circulation of rural land managementrights".Because working in the government departments of Zouping City(formerly Zouping County)in Shandong Province,this specific work can also be used as an example to study and optimize the role of the government in the process of land transfer.Through reviewing the three main aspects of "the current situation of land transfer","the problems existing in land transfer" and "the role of government in land right transfer",we find that the academic circles have not paid enough and profound attention to the economic effects of "rural land management right transfer".For this reason,this paper adopts the methods of literature research,case study and field investigation,and chooses Zouping City,Shandong Province,as a case,to make a special study on the role of the government in rural land transfer.From the perspective of theoretical knowledge,Marxist property rights theory and land rent theory provide an important epistemological basis for understanding and understanding the property rights practice in the current land circulation in China,and the theory of socialist land thought with Chinese characteristics also provides pertinent knowledge reference for the development of this paper.Through on-the-spot investigation,we find that the current rural land transfer in Zouping,Shandong Province,presents several distinct characteristics: first,the form of rural land transfer is more abundant;second,the combination of Party building and land transfer,leading by Party members and Party organizations;third,issuing documents for gradual guidance and introduction.Objectively speaking,the economic effects of land transfer in Zouping City are as follows: first,cultivating a number of main agricultural scale operators;second,improving land returns;third,realizing scale management of land;fourth,optimizing the industrial structure of rural areas.According to the survey,the influencing factors of the economic effect of the circulation of rural land management rights in Zouping City are prominently manifested in three aspects: the first is the instability of the structure of collective ownership of rural land,including the ambiguity of collective land ownership and the fluctuation of collective land owners;the second is the social influencing factors,mainly including the phenomenon of abandoning farmland and destroying contractsand the land circulation.The third is the weakness of Party organizations in land transfer,which is mainly manifested in the inadequate role of Party building as a leader and the weak development consciousness of some Party members and cadres.Fourth,there are obstacles to land transfer and transaction mechanism,including imperfect service system,imperfect trading mechanism,limitations of the pricing mode of "tunning grain fields",and lack of scientific pricing mechanism.Therefore,this paper argues that to enhance the standardization of land transfer in Zouping and maximize the benefits,we should enhance the role of the government,adhere to the principles of urban-rural integration,cooperative governance and people-centered.At the same time,this paper puts forward several strategies and suggestions: first,strengthen the leadership of Party building,improve the quality of Party members and play a leading role;second,optimize the property right structure of rural collective land;third,improve the trading mechanism;fourth,improve the price adjustment mechanism;fifth,establish the feedback mechanism of villagers' participation;sixth,purify the environment for policy implementation and actively publicize the benefits of land transfer.To form a benign guidance of public opinion.
