Analysis Of Effective Roles Played By Socialism Deliberative Democracy On Targeted Poverty Alleviation

According to Xi Jinping,President of People's Republic of China,Chines People's pursuit of happiness is the fighting goal of the government.The work report of the 19 th CPC National Congress also pointed out that Chinese government has made great accomplishments in conducting targeted poverty alleviation with more than 60 million people pulled out of poverty and poverty rate reduced from 10.2% to lower than 4%.While at the same time,the government has come across lots of difficulties during the process of targeted poverty alleviation.Therefore,it's imperative and urgent to find a way to promote targeted poverty alleviation.From the perspective of theory application,applying socialism deliberative democracy during the process is innovative in the development of rural society governance in China.While from the perspective of practice,it could solve problems we have confronted.This paper mainly consists of four parts.The first part primarily explores achievements the government has made concerning targeted poverty alleviation as well as problems and difficulties we come across,including spotlighting poverty-stricken families,targeted poverty relief,and targeted management.Based on these difficulties,the author further discusses it's imperative to conduct socialism deliberative democracy during targeted poverty alleviation.In the second part,based on the researching accomplishments made by scholars at home and abroad,the author explains how to apply features of socialism deliberative democracy including plurality,being extensive,equality and inclusiveness to solve problems concerning targeted poverty alleviation including spotlighting poverty,precisely distinguishing poverty-stricken families and allocating poverty fund to targeted people.In the third part,taking S town in western Gansu Province as an example,the author discusses features of socialism deliberative democracy showed in the process of targeted poverty alleviation in S town.By comparing with the traditional way,the author further confirms effective roles played by socialism deliberative democracy in the process.In the fourth part,based on the theory and practice,the author explains in detail how socialism deliberative democracy promotes the process of targeted poverty alleviation as well as completes and reinforces its operating mechanism.It's innovative to combine rural deliberative democracy with targeted poverty alleviation for this paper.The author explains conducting socialism deliberative democracy in the process of targeted poverty alleviation could tackle problems confronted by the rural government,while shows the function and value of socialism deliberative democracy in rural society governance.
