General secretary Xi Jinping stressed that the essence of socialism is to eliminate poverty and achieve common prosperity.[Xi Jinping,Xi Jinping talks about governing the country(Volume 1)[M].Beijing: Foreign Language Publishing House,2018:189.] After implementing this target,over five years,China has achieved "more than 60 million people have successfully lifted out of poverty,the number of poor people has dropped sharply,accounting for less than 4% of the total population and so on…During this period,China's efforts to get rid of poverty and become rich have been rewarded.It has cross-epochal significance in Chinese history and even in the international arena,enough to be recorded in the annals of history.[Theoretic Bureau of the Propaganda Department of the Central Committee of the Communist Party of China,New Age Face to Face [M].Learning Publishing House,People's Publishing House,2018:140.]While seeing the effectiveness of poverty alleviation,we will not forget that China's poverty alleviation situation is still grim,and there are still many problems in the process of getting rid of poverty.Exploring the role of deliberative democracy in promoting precise poverty alleviation has become an effective way to solve these problems.In terms of theoretical value,it explores how to effectively solve precise problems in precision poverty alleviation through the application of consultative democracy,which is also an innovation for the work of precision poverty alleviation.In practical sense,the promotion of targeted poverty alleviation through consultative democracy can effectively solve many problems in rural areas.The main contents of this paper can be summarized as the following four points: Firstly,the situation of precise poverty alleviation in China is analyzed.On the one hand,we should affirm the achievements we have made;on the other hand,we must objectively point out the problems in precise poverty alleviation.For example,the identification of targets is not accurate,aid measures are not specific,poverty alleviation management is not perfect,and evaluation indicators are not scientific.On the basis of dealing with these problems,the necessity of applying consultative democracy in targeted poverty alleviation is analyzed.Secondly,referring to the research results of deliberative democracy and precise poverty alleviation by scholars at home and abroad,the characteristics of the pluralism,universality,equality and openness of deliberative democracy are that they are properly applied to solve the problems existing in the work of precise poverty alleviation,such as inaccurate identification objects,inaccurate assistance measures,imperfect poverty alleviation management and unscientific assessment indicators.Later,relevant scholars put forward that it is operable to adhere to the principle of deliberative democracy when carrying out precise poverty alleviation.Thirdly,the use of empirical cases for reference,the study shows that the strategy used in precise poverty alleviation in E Village Sichuan Province belongs to the category of deliberative democracy.Comparing it with traditional strategies,we can deeply determine the application and value of deliberative democracy in precise poverty alleviation.Finally,theory and practice are combined.The unique point of this paper is to comprehensively analyze the two hot research points of precision poverty alleviation and consultative democracy,and apply them to rural and grassroots governance work.They complement each other and coexist,and consultative democracy can make up for the deficiencies and difficulties in precision poverty alleviation,to some extent,verify the deliberative democracy in the solution to the problem of precision in the poverty alleviation work in our country function and value.
