Research On The Incentive Problem Of The Conscripts Of Armed Police Force

As the solid foundation of human resource management of troops,compulsory servicemen community can also be considered as the cradle of military talents.Incentive system in this field has a direct bearing on comprehensive and long-term development of our front-line armies,exerting a far-reaching influence on the sustainable advancement of the military strength.In this regard,it remains a major yet unsettled issue that seeking an effective way to mobilize compulsory servicemen,encourage initiatives,increase effectiveness of military human resources.Compulsory servicemen of People’s Armed Police serve in the duty offices in the frontline ready for the summon of raid or anti-terrorist missions,shouldering the responsibility of safeguarding national security,securing social stability and ensuring people of a peaceful environment and a stable life.Some of them station in a remote area for years out of various guarding purpose which is of great importance to the nation.Besides,in case of emergencies such as disaster relief,anti-terrorist action and peace-keeping missions,they have to devote more in the spirit of sacrifice and dedication,such dangerous and strenuous nature of their job calls for a sound incentive system and copping measurements.As the ever-growing social and economic development,once effective incentive system and copping measurements are no longer suit the need of compulsory servicemen nowadays,thus having rather limited effect,if any,on motivating and inspiring their creativity.Based on previous statement,this thesis probes into three aspects.Thus,it accounts for a serious issue that the People’s Armed Police shall build a scientific and effective incentive mechanism for compulsory servicemen,which will lay them assured in their respective positions,encourage them work harder,perform dutifully and fight for a strong army.Firstly,through data collection and materials sorting,it analyzes the domestic incentive theories in a comprehensive way,explains the concept and connotation of incentive and incentive mechanism and its functions,which lay the foundation for special cases of compulsory servicemen of the armed police force.Secondly,taking one unnamed PAP Corps as research subject,the thesis reveals some of the existing problems in current system and problems of holding vague or wrong ideas about incentive subjects and factors on the manage level,which,hopefully provides basis for the incentive mechanism for compulsory servicemen of armed forces.Then,combining the data analysis,thesis proposes the construction process and the basic frame of the mechanism.At last,specific testing results are given based on the experiment on one detachment team,and suggestions and ideas are offered for consideration.The research method and conclusion of this paper has significant reality to setting policy of Compulsory People’s Armed Police,assessing the actual effect of the incentive system existing,and enhancing the pertinence and the availability of the incentive system.
