| The agricultural ecosystem has a significant impact on human life and production activities.On the one hand,it has the biological production function which is recognized by the majority of citizens,which can provide the production and living materials for the mankind,and bring economic benefits to mankind;On the other hand it also has air regulation and environmental purification service function,nutrient cycling,maintain biological and genetic resources,bring human ecological benefit and guarantee food security,maintain social diversity on the aspects of social benefits.The healthy agricultural ecosystem is the basic material foundation and development condition of agricultural production,which is the foundation to guarantee social and economic stability and sustainable development.However,in the single gross national economic statistics index,under the guide of rapid propulsion of industrialization in China,a large number of crowding out agricultural ecological resources,and to our country agricultural ecosystem caused serious damage.Foreign scholars have on agricultural ecosystem restoration and protection were studied,formed a perfect theory of cognition and the institutional framework,put forward the agricultural ecological compensation scheme is used to deal with a difficult situation of its ecological environment worsening.The research on agricultural ecological compensation system in China started late,and it is still in deep and perfect.This study based on the ecological environment value theory,public goods theory,the rights and obligations consistent theory,using the method of literature analysis and comparative study method,illustrates the basic theory of agricultural ecological compensation system,trying to explore the specific problems of agricultural ecological compensation system in our country,and further analyze possible reasons for the system development problems to perfect our country's agricultural ecological compensation system theory research,to guide our country to construct perfect agricultural ecological compensation system and promote the smooth implementation of the agricultural ecological compensation system.In a summary of the current situation of the construction of agricultural ecological compensation system and analysis,this study found that existing in the current agricultural ecological compensation system in our country,the compensation range is relatively narrow,compensation fund-raising channels for a single,lack of flexibility and low compensation standard,agricultural ecological compensation system achievements conversion rate is low,the system support system is not perfect and so on specific issues,the combination of these factors make the perfection of agricultural ecological compensation system in China is not only important but necessary.Therefore,this study based on the development of the agricultural ecological compensation system in our country concrete national condition,analysis and draw lessons from countries such as the United States,Britain,Germany and Japan day has been used and achieved good effect of system experience,put forward to strengthen the ecological service value idea as support and reasonable system of expanding the scope of the current agricultural ecological compensation,building diversified financing channels,and increasing agricultural ecological compensation "connotation" agricultural ecological compensation mode,establishing ecological function testing and evaluation system,the reasonable claim compensation standard,the results of three-dimensional elements into agricultural ecological compensation of agricultural ecological compensation system improvement methods,and summarizes the extended to implement ecological product certification,the implementation of market compensation mechanism,improve the agricultural ecological compensation management and supervision system,improve the agricultural ecological compensation legal system in our country,citizen participation in compensation project contract to support the smooth development of the auxiliary system of agricultural ecological compensation system in China.Improve and implement of agricultural ecological compensation system is not only able to reach to restore and protect the agricultural ecosystem environment happy desire,also be able to realize green ecological agriculture and increase agricultural production in China the economic income of participants play an important role,from multiple perspectives contribute to sustainable development of the society in our country. |
