A Study On The Construction Of Military Officers’ Demobilization System With Chinese Characteristics

The construction of the demobilization system with Chinese characteristics is an important theoretical and practical issue in the research on the system of socialism with Chinese characteristics.It is a systematic project requiring continuous improvement in accordance with the dynamic conditions of our country,military troops and officers.Guided by the Marxist theory,this thesis follows the principle of comprehensively deepening the reform and comprehensively advancing rule of law,employing systematically the method of systematic approach literature research,comparative study and quantitative analysis.This thesis centers around the key issue that why and how should we construct the retired officers system with Chinese characteristics.Conclusions has been drew though demonstrations and analyses: the construction of the demobilization system with Chinese characteristics lays great importance to the modernization drive of socialism,the reform of national defense and army,and the future of officers,their families,etc;some principles should be followed in the construction,namely,to be adaptive,legalized,coordinated and people-oriented;four main achievements have been made through a long-term efforts---the innovation of placement mode,the basic establishment of career training mechanism,the initial formation of preferential policy system and gradual improvement of retirement insurance system,but it still faces three major challenges---the reform of national personnel system,the trend of officer professionalization and the implementation of law-based governance;some specific recommendations should be adopted in order to improve the system,that is,to improve the ways of placement,to amplify the management mechanism for employment service and to legalize the process and procedures.
