| In recent years,with the wide application of mobile Internet,big data,cloud computing and other information technologies,as well as the vigorous development of new industries,new business forms and new models(the "three new" economy),the traditional employment system,employment mode,employment concept and other rapid changes have emerged,which are different from the standard employment mode and the traditional informal employment mode.Since the concept of "new employment form" was first put forward in the Fifth Plenary Session of the 18th CPC Central Committee,the concept of "new employment form" has been mentioned many times in the important documents of the party and the government,indicating that the development of new employment forms has been raised to an unprecedented height in the new socialist era,and supporting the healthy development of new employment forms has become an important content of China’s employment work.Heilongjiang Province,located in the northeast of China,is an old industrial base in Northeast China.In recent years,in the process of resource depletion,economic structure adjustment,industrial structure optimization and upgrading,and the transformation of new and old kinetic energy of economic development,the economic growth rate is not optimistic,and the employment problem is extremely serious.The healthy development of new forms of employment is of great significance to solve the severe employment problems in Heilongjiang Province.In 2020,the government work report of Heilongjiang Province proposed that"employment support policies should be more inclined to small and medium-sized enterprises to support the development of flexible employment and new employment forms",indicating that Heilongjiang Province has paid attention to the development of new employment forms from the perspective of employment policies.However,as the new employment pattern is a new employment mode under the new"technology economy paradigm",it not only realizes higher quality and full employment,but also challenges the traditional labor relations and social security system.In the process of development of new employment forms in Heilongjiang Province,there are still some problems,such as the imperfect legal and policy system of the development of new employment forms,the relationship between the traditional employment mode and the new employment form There are many problems,such as continuous friction and conflict,more labor disputes in the field of new employment forms,and the existing social security system does not meet the needs of the development of new employment forms.In view of this,this paper studies the problems existing in the relevant policies in the development of new employment forms in Heilongjiang Province,analyzes the deficiencies of various policies in the process of supporting the development of new employment forms in Heilongjiang Province from the aspects of financial policy,tax policy,social security policy,financial policy and public employment service policy,and then puts forward targeted countermeasures to explore and promote Heilongjiang Province The effective way of healthy development of new employment forms. |
