With Chinese Characteristics, Demobilized Military Cadres Research

As a special support for the well-being of the military officers who will be transferred to civilian work, the settlement system is to maintain the military officers' living standard and support smooth exchange of their occupation after they leave the armed forces. Therefore the settlement system is an important part of our state cadre personnel affair, which assures the alternation of the military officers regularly and smoothly. The settlement system is very related to the benefits of every one who will be transferred to civilian work. It is the first-class matter of the defence national buildup, which is good to the social stabilization and the military construction. The present model of the settlement for the retired military officers is the combination of the government arrangement with the independence of choosing their career by the retired military officers themselves. This combined settlement can effectively relieve the burden on the government with good results. But as the establishment and the perfect of the socialism's market economy, the present model of the settlement system for the retired military officers cannot solve the problems encountered in the practice of market economy and the planned economy. The administration methods for the settlement of the retired military officers after they left the armed forces by the government cannot meet the requirements of the marked collocation of the human resources. The conditions are very serious that the local governments is shrinking their organization in size and personals in number and the directed plan for the settlement of the retired military officers is limited. In this case the worries of the retired military officers after their leaving from the armed forces are very obvious because they are affected by the variety of value ideas of the market economy beforehand, and therefore the unstable factors come out. In order to relieve these conditions, further reform must be carried out and the practical settlement systems for the retired military officers should be established with China's characteristic, which fit the socialism's market economy and the armed forces' development.From the system analysis, this paper, first of all, By analyzing the 80 years development and its main roles of the settlement for the retired military officers since the foundation of the People's Liberation Army, discussed the main function of the settlement with China's characteristic and the historically fate of the current settlement model, compared the China's settlement with foreign ones, explored the path of the settlement reform, and finally suggested the ideas of the settlement for the retired military officers when they left the armed forces according to the national and military conditions.
