A Study Of The Countermeasures And Problems Of The "Wu Lao" Group Building In Urban Community

Teenagers are the future of our country,who are always the focus of different forces.Especially nowadays,there are all kinds of new situations and problems such as the erosion of western decadent ideas,the temptation of the Internet,the trials of life pressure,and the deepening interpersonal barriers,etc,which will influence our realistic production,life and ecology.All those raise a new challenge of our youth work in the new period,which requires more concern.The work on caring about the coming generation faces many new situations and new requirements.The task is difficult and the standard is high.Retired old cadres,old specialists,old soldiers,old teachers and old models(“Wu Lao” in short)are the main forces of the Caring about the Coming Generation Committee(the Committee for short).How to adapt to the new situation to build a wide coverage of caring about the coming generation group of both the full-time and the part-time,highly qualified and more “Wu Lao” is an important task which the Party Committees,Governments and the Caring about the Coming Generation of all levels have to face.The Community Committee is the basic organization of the Urban Committee.Building a good group of “Wu Lao” is important fundamental work for the Community Committee.Especially with the development of situations,the community “Wu Lao” group's development environments,personnel structures,knowledge and incentive mechanisms have changed a lot.And there are also some places in urgent need of perfecting organizations,rationalizing internal and external relations,and strengthening the work basis.It appears more important and prominent to enhance building the Community Committee “Wu Lao” group.The thesis begins with the present situation of the “Wu Lao” group building in urban districts,taking Tianxin district as the research object.Based on the research achievements of “Letting the old have something to do” at home and abroad and the experience of “Wu Lao” group building in our country,the thesis makes a systematic analysis of building a strong “Wu Lao” group in urban community according to the “present,analyze and solve problems” method.The thesis makes a thorough discussion on how to establish a new concept,how to build a new platform,how to create a new mechanism,how to reinforce the development of “Wu Lao” resources in the urban community,and how to improve the mechanism of “Wu Lao” playing an effective role to form a wide coverage of caring about the coming generation group of both full time and part time,highly qualified and more “Wu Lao”.From the perspective that “Wu Lao” are also important human resources,and guided by the theory of strengthening the management of public organization and human resources,the thesis proposes countermeasures and suggestions and provides reference for strengthening “Wu Lao” group building in our country to enhance the “Wu Lao” group building in urban community in theory and practice by analyzing the present situation,the dilemmas and the reasonsfrom the aspects of a narrow range of participation,a weak specialism,a low degree of agreement,and a poor stability.
