Research On The Generating Logic And Operating Mechanism Of Owners' Committee In Urban Community Autonomy

After the reform and opening up,with the steady implementation of the market economy system and housing reform system,the privatization of new commercial housing communities and residential property rights has emerged,and urban community governance has gradually changed from a unit system to a community system.Against the background of profound changes in grassroots society,the complexity of urban community management and the service-oriented government eagerly call for the emergence of a social organization that can resolve social conflicts and increase stability and harmony.At this time,the owner committee represented by the social organization appeared as a new thing with the privatization of property rights,affecting the process and development of urban community construction.The community governance structure was also changed from the original government to the owner committee,the property company,the neighborhood committee and the street office.participate.As a "civil society pioneer",the owners' committee not only represents the legitimate interests of the owners,but also plays a role in promoting the improvement of urban governance.By studying the generation logic and operating mechanism of the owner committee in the urban community,the role of the owner committee and how to give full play to the governance of the community's public affairs are analyzed and explored.In the process of community governance,scholars have conducted more phased research on the owner committee,but less on the generation logic and operating mechanism of the owner committee in urban community autonomy.Through this article,J Community,a new commercial housing community in Changsha City,is selected as the research object,and the autonomy role of the owner committee in theprocess of community governance is explored through surveys and interviews with members of the community owner committee,owners,and neighborhood committees.The first chapter of this paper mainly discusses related theoretical knowledge and related concepts.Through researching the existing theories,it provides theoretical basis and intellectual support for the specific discussion of the article.The second chapter uses J Community as the case study object to elaborate the background and process of the owner committee and its relationship with community autonomy,revealing the generation logic of the owner committee.The third chapter,with the story of striving for real estate use and two replacement of properties,it shows the power game between the owners' committee and the governance bodies such as property companies,developers,and residents' committees,it highlighting the role of the owners' committee in rights protection actions and strategic choices for successful rights protection strategies.Chapter 4: On the basis of the behaviors of members of the owners 'committee in community governance,the owners' committee strengthens the organization,actively adjusts the organization's operating mechanism and the relationship with other governance subjects,and promotes specific measures and responses to the community autonomy of multiple and cooperative communities.Lift.This article uses empirical methods to show the development process of the owner committee from the micro perspective,trying to find out the function of the owner committee in community governance,and also provides some reference for the development of other communities.
