Study On The Improvement Of Autonomous Ability Of Urban Communities

At present,China’s urbanization process continues to accelerate,and the cornerstone of promoting urbanization--the community,the influence is increasingly prominent.The community is the foundation of social existence.How to better serve the community residents is the starting point and the foothold of community work.At the same time,China’s urban grassroots democratic political construction is undergoing a profound transformation,from direct administrative management to grassroots democratic autonomy.Therefore,promoting democratic self-government in urban communities and improving the level of urban community autonomy have become the objective needs of the urban grassroots management level.To solve the problem of community administrative tendency and enhance the ability of community autonomy is an important exposition of the "Strengthening and Innovating Social Governance,Maintaining Social Harmony and Stability" and "Building a Social Governance Pattern of Building,Sharing,and Sharing" proposed in the report of the 19 th National Congress of the Communist Party of China.Implementation.In this context,this article starts with Q community in Yinzhou District,Ningbo City,and conducts research on the improvement of urban community residents’ autonomy.The thesis introduces the definition of community and urban community autonomy.By referring to relevant materials,it organizes and analyzes the situation of community autonomy at home and abroad.At the same time,this article investigates the status of Q community autonomy through a combination of questionnaire surveys and visits.Through investigation and research,problems such as unreasonable self-governing institutions in urban communities and insufficient leadership of residents in autonomy were found.There are four main reasons: First,the autonomy of the autonomy is not clear,and the work of the neighborhood committee is administrative.Second,the initiative of the autonomous subject is insufficient,and residents’ enthusiasm for participating in autonomy is not high,and the construction of social workers needs to be strengthened.Third,the lack of community self-government resources,There is a single source of funding.Fourth,there is a single model of community autonomy,and it is necessary to further establish and improve the autonomy system to expand and enrich its forms and content.In response to these problems,based on the successful practice of Ningbo ’s urban community self-government,a series of measures were proposed to improve the selfgovernment capacity of urban communities: first,to define the scope of functions and improve the self-government capacity of neighborhood committees;Strengthen publicity,guide migrants to participate in self-government,and at the same time establish typical people and cultivate "community leaders" of residents ’self-government;the third is to expand sources of funds through multiple channels and effectively integrate community resources;the fourth is to deepen and improve the residents’ self-government charter and system in the institutional field,Establish and improve social rules and regulations,and innovate autonomous management system for residents.
