The report of the 19 th National Congress of the Communist Party of China stated that the overall goal of comprehensively deepening reform is to promote the modernization of the national governance system and governance capacity.Government performance management is an effective means to promote the modernization of the national governance system and governance capacity,and is also an important way to achieve the rule of law.As the basic management unit of the city,the local government is a suitable research object in the fields of national governance,market economy and legalization.In practice,the author finds that although the government performance management in Guangzhou P District is constantly developing and perfecting in the exploration,there are still problems such as imperfect evaluation system and insufficient external participation.An important reason for these problems is the imperfect development of the performance management of P District Government.Therefore,how to promote the legalization of local government performance management is a realistic issue that must be resolved in the implementation of legal administration and construction of a service-oriented government in P District of Guangzhou City.This paper uses literature research method,research investigation method,comparative analysis method,and comprehensively applies the theory,method and result of law,public management and economics,and learns from the advanced experience of local government performance management in the local and international government.The practice of the performance management of P District Government is the research object.From the theoretical principle of government performance management,analyze the logical relationship between building a service-oriented government and realizing the legalization of government performance management,and combining the local practice experience of P District Government with reference to the performance of Chinese government.The status quo and history of management development,summarizing the current status and existing problems of the performance management of P District Government in Guangzhou,combining with the development history of the performance management of foreign local governments such as the United Kingdom and the United States,and analyzing the deepening difficulties in the promotion of local government performance management legalization The reason is to learn from the advanced experience of domestic and foreign government in the performance management of local government performance,and explore the countermeasures to promote the legalization of performance management of P District Government in Guangzhou.At present,the legalization of the performance management of P District Government in Guangzhou mainly has the following problems: First,the lack of national legislation macro guidance,which leads to weak implementation of performance management in P District Government;second,the government performance evaluation system is not yet sound,and the evaluation criteria are difficult to quantify;Insufficient participation in strength,especially civic participation is not high;Fourth,the lack of a corresponding supervision system makes it difficult to implement government performance management correctly.The underlying causes of the above problems are mainly: the general rule of law in P District is not strong enough,the concept of the rule of law has not been deeply rooted in people's minds,the rule of law of government workers is relatively weak,and there is no unified supervision;the administrative system excludes competition,and the P District Government's government performance The lack of attention in management has led to a lack of government performance management professionals,the legislative technology is not mature enough,and the legal system has not yet been perfected;the civil service individual assessment system cannot play the role of performance management requirements.Focusing on these constraints,the following suggestions are proposed for promoting the legalization of government performance management in P District,Guangzhou: one is to make up for the lack of legislation by local normative documents,to establish and improve the legal system of performance management of P District Government;The mechanism integrates the connotation of government performance management with the system;the third is to create a legal environment for government performance management and promote the legalization of government performance management with the rule of law.
