Network economy and network society based on information technology have become important features of modern economy and society.As a government that is responsible for the management and service of social public affairs,more urgently needs to adapt to the network economy and network society macro control,social management and public service functions.This requires the government to take the initiative to make full use of information technology,to realize the transformation of government functions and the improvement of administrative efficiency.And then we will accelerate reform of the administrative review and approval system to streamline administration and delegate power to lower-level governments,the process of increasing the investment in e-govern ment construction and operation.Electronic administrative examination and approval is under such practical background construction and development.“Report of the United Nations e-Government Survey 2016:E-government promotes sustainable development”pointed out:Information and communication technology infrastructure?improve access to knowledge and technology?build capacity of public sphere and civil society is important for supporting sustainable development of public electronic services.No matter the whole way of government?electronic participation?government open data and electronic mobile services are both demand strong government commitments,it is important for the development of e-government.This is a new challenge to the government has a broad vision,collaborative leadership,appropriate legal and institutional frameworks.As long as the electronic government affairs be used to support legal?effective?transparent and participatory system,then it will have a positive role in promoting the transformation of government.The electronic government affairs are ways to achieve the goal of serving the people better by the government,ensuring the well-being of all people by useing of public services.This paper studies the actual business content of the electronic administrative approval system of Jilin Environmental Protection Bureau,expounds the status quo and problems of the electronic administrative approval system of environmental protection bureau,and proposed the countermeasure suggestion to the existing question,it is hoped that the further development of electronic administrative examination and approval in China can be inspired.In addition to the introduction and conclusions,the text consists of three parts.First,this paper expounds the concept and characteristics of electronic administrative approval system.The connotation of electronic administrative examination and approval system is discussed,and then taking the electronic administrative approval system of Jilin environmental protection bureau's pollution permit management as an example,explain the approval process in detail?declare functions?the examination and approval function?implementation and supervision functions ? information disclosure function.Then the characteristics of electronic administrative examination and approval system are analyzed,mainly includes the characteristics of compliance and technology?efficiency and convenience?innovative and progressive.Second,by expounding the current situation of the construction of electronic administrative examination and approval system in Jilin Province Environmental Protection Bureau,looking for existing problems,including in the problems of the level of legislative effectiveness is low?the legislative model is messy?the legislative lag in respect of relevant laws and regulations,the problems of poor coordination among departments of the examination and approval mechanism?the examination and approval mechanism is imperfect in performance evaluation in respect of systems and mechanisms,the problem of information circulation obstruction and incomplete function construction at the later stage of examination and approval items,as well as the problems of the concept understanding needs to be improved?the quality and ability need to be improved in respect of thoughts and abilities.Third,aiming at the problems existing in electronic administrative approval system,the countermeasures and Suggestions are putting forward through perfecting legislation,improving the system of examination and approval,expanding the supervision and management information function at the later stage,improving the electronic information and environmental protection professional quality of administrative examination and approval personnel and other aspects.The innovation of this paper is to put forward the definition of the electronic administrative examination and approval system according to the actual situation of the construction of the electronic administrative examination and approval system of Jilin Province Environmental Protection Bureau at present.And explore the later supervision of administrative examination and approval into the whole electronic administrative examination and approval system construction,expand the scope of electronic administrative examination and approval system,further enhance the realization of government departments to deepen the possibility of service management requirements.
