A Study On The Establishment And Operation Of Public Security Organs Of China At Present

In 1829,The modern police system has originated in London.By past 180 years of modern police history,the police system has been through four policing reform movement,that is the professional,skilled,modern and then community policing.China's public security system,which is imitated by Germany's system and been reformed several times,has been accumulated valuable experience and practice.But China is backward in terms of institutional setting and department cooperation than developed countries,such as Britain and the United States in a passive promotion,which is beyond people's growing needs.Since the 18^th CPC National Congress,the general secretary Xi Jinping and other central leaders have made important instructions to further promote the reform of public security.The State Council have established the central comprehensively deepen reform leading group and central judicial system reform leading group,as well as the Ministry of public security,which has also set up a comprehensive deepening of reform leading group,to do their bit to deepen the reform of public security in both macro to micro scale.But in practical,the reform of public security faces enormous risks and challenges in the filed of maintaining national security and social stability,like institutional arrangements,team building,division of powers and financial authority matching etc.There are still some phenomenon which is no mach the economic development and public security work,especially in the institutional setting and department operation.The problem is still that laws are not fully observed and just nominal.It is still plagued the work of the public security organs that unclear responsibilities,lax enforcement of the situation in carrying out the powerful.At the same time,the police force undertook a large number of non law enforcement affairs,which take a large number of police enforcement,energy,material and financial resources.This article take institutional settings as the breakthrough point,that is based on the distribution situation of police as the premise,and try to set up a new mechanism,set up a new operation mechanism,to tap the potential of the effectiveness and efficiency of the police team.Take political theory as the foundation,comprehensive use of empirical research methods,this essay that listed a huge number of data,taken a view of the present stage of China,used the public security organs and their operation mechanism,combined with the present ongoing comprehensively deepen the reform of public security work,to explore an authority that is clear,reasonable structure of security settings to contribute to the deepen reform of public security.The study found that,firstly,institutional settings need more laws or rules supply.the main problems existing in the public security organization reform and operation is that institutions are not suitable with the real needs of the current public security organs,which is organized arbitrariness,lack of specialized laws and regulations to follow.As the current trend,one special department is build to fulfill one duty.Secondly,the department settings are too confusion.All over the public security organs there are organs of serious,the agency set up top heaviness;meticulous Police Division,resulting in overlapping functions;compartmentalization and double command,double evaluation,easy to form the motion,assault working mode.Further more,there is the unbalanced allocation of police structure.The police base is large,but with more manager than officer.It make the situation even worse by more and more service oriented policing activities.And,fourthly,there is serious obstruction between departments which cause information and technology resources are not fully used and shared between different department and parts for the business is too finely divided.The politics and relegates refused to cooperate with each other,just care their own business,and take no care of others.In the end,there is too many non-police activities to get real police duties done.In actual work,police responsibility is widely expanded and exaggerated which gain the extra case beyond duty,and make people think that police can not get things done.Which is not set in stone that the public security organization and operation mechanism,but need relative stability and seriousness.Setup is not only simple or post within the Department,it is also involved in a series of related administrative and judicial reform.At the same time,the operating mechanism is more efficient and convenient which is closely related to the physical and mental health of the individual police officer.As a result,public security organization and operation mechanism reform must set out actually from the reality of police,continuous innovation,continuous improvement,and constantly adjust,which is to complete the party and the country's mission to complete and to adapt to the new expectations of the people.
