Research On The Problems And Countermeasures In The Ordinary Management Of Civil Air Defense Projects In Yangzhou Residential Districts

General Secretary Xi Jinping pointed out that civil air defense is a major national event,a national strategy and a long-term strategy,he asked for an indestructible shield for protecting the people.For the people,the civil air defense projects are the shields,but also special public products with both social and economic benefits.In recent years,a lot of civil air defense projects have been built in Yangzhou City.However,there are still many problems in the current management of civil air defense projects in Yangzhou,especially in residential areas,such as the contradiction of rights and interests in development and utilization,inadequate maintenance and management,and no binding force in law enforcement These problems affect the effectiveness of civil air defense projects to a certain extent,but also restrict the development of civil air defense in Yangzhou,which urgently needs to be studied and solved.This study adheres to the problem orientation,and takes raising,analyzing and solving problems as the main logical thinking.Based on the theory of public governance and new public service,this paper analyses the current situation of civil air defense project management in residential districts in Yangzhou and the typical cases and incidents in the past,compares the experience of advanced practices in other areas or other industries,and finds out the similarities and differences in management system and mechanism,difficulties and problems,solutions,and puts forward practical,reasonable and feasible countermeasures and suggestions.Through research,it is found that in the past civil air defense project management in residential areas,especially in the development and utilization issues,the Government Civil Air Defense Department is restricted by the traditional management thinking,and considers the problems more from the departmental standpoint,and seldom seeks to solve the problem of rights and interests allocation of civil air defense projects from the perspective of changing government functions;this also leads to many problems in maintenance management.This paper holds that the key to solving the problem lies in dealing with the balance of responsibilities and rights between the government and society concerning the use,management and maintenance of civil air defense projects in residential areas in peacetime.Therefore,from the perspective of public service,this paper innovatively proposes that the peacetime use rights and interests should be transferred to the masses to solve the disputes of economic rights and interests caused by the "public ownership" of civil air defense projects;from the perspective of public governance,the responsibility of safeguarding should be unified to the government departments to solve the problem of inadequate maintenance and management brought about by the "private ownership" of civil air defense projects.Under the background that the current law has not yet clearly stipulated the ownership of air defense projects,the above-mentioned methods will effectively alleviate the contradiction between civil air defense departments,residents and developers,property companies about the normal use of civil air defense parking spaces,and provide some reference for the air defense departments to change their traditional management thinking and speed up the construction of a governance-oriented service-oriented government reform.
