Analysis On The Role Of Government In The Construction Of Industrial Finance Centre In Jinan

Financial industry is a special industry that manages financial commodities.It occupies a pivotal position in the development of contemporary economy.As the trend of global integration and the change of economic situation become cleaner and cleaner,more and more cities have realized the importance of finance for the development of the city and clearly put forward the goal of building a financial centre.In this back ground,Jinan government proposed to build an industrial finance centre which will have national influence,because of this,Jinan became the first city in China which have put forward a clear goal to build industrial finance centre.However,unlike other financial centres,industrial finance centre is a completely new concept.At present,the construction of industrial finance centre in our country lacks of experience,government role in the construction of industrial finance centre hasn't received enough attention in the academic circles.Therefore,studying on perfecting the government role in the construction of Jinan industrial finance centre has great significance.It can not only promote the construction of Jinan industrial finance centre,but also form a typical case and provide reference for other cities.This paper tried to define the concept of industrial finance centre.It started with the typical case of Jinan,studied on the construction of industrial finance centre via a government's view,and analyzed in accordance with a route--"phenomenon-problems-the cause of the problem-reference experience-putting forward countermeasures".First,the article analyzed the current situation of Jinan industrial finance centre's construction from two aspects-industrial finance's construction and financial centre's construction,then analyzed the role of the government in this process.When this paper analyzed the current situation of Jinan industrial finance centre's construction,it found 4 problems:the construction of Jinan industrial finance centre is uncharacteristic;the development of financial market is not balanced;the construction lack of power;the environment is not perfect.While combing and summarizing the role of the government in Jinan industrial finance centre's construction,it is found that Jinan government have 4 main practice:designning and planning;policy making;coordinating and guiding;servicing and guaranteeing.As the construction of Jinan industrial finance is led by government,the government's poor performance is one of the important factors that lead to the bottleneck of Jinan industrial finance centre's construction.According to the analysis of the problems found before,this paper believes that the Jinan government has some shortcomings in the construction of industrial finance centre,such as poor planning and positioning,policy biased,lack of active guidance and poor financial infrastructure construction.In order to put forward more pertinent suggestions,this paper selected three cities as examples:Guangzhou,Tianjin and Frankfurt,which all have long financial history,high degree of financial development and similar development factors in Jinan.It was found that Jinan can learn the following experience:actively applying for building industrial finance pilot and experimentation area;using policies and egulations to promote financial construction;guiding the predominant industry to develop industrial finance;building industrial financial trading platform.Then the paper used it as inspiration and put forward that the construction of Jinan industrial finance centre can be perfected by 4 aspects:planning and orienting,policy making,coordinating and guiding,strengthening the construction of financial infrastructure.In addition,this paper explored the way of protecting government role.
