The advent of the information age,to a great extent,has promoted the improvement of our government's management ability.There are about 7 million civil servants in our country.Therefore,strengthening the comprehensive level of civil servants in China is of great significance to the development of our country in the later stage.Since the implementation of the civil servant act,the civil service system and civil servants'management regulations have been clearly defined,including classification management.However,there are many problems in the civil servants' internal system,such as the civil servants' internal incentive system is the same.This makes the professional and technical civil servants who are engaged in the non main business of the government because there is no way to quantify the work performance.The results of the work are difficult to get the attention of the superior,and there is no objective evaluator.The technical level and working ability of the workers have led to relatively poor space and welfare benefits,and a large number of professional and technical civil servants have been losing.In comparison with technical enterprises,professional and technical civil servants in enterprises and institutions have great defects in both income and technical titles.This is a very big blow to the enthusiasm of technical personnel,resulting in a large number of professional and technical civil servants developing in a bad direction.The problem of the loss of professional technical civil servants.The loss of professional and technical civil servants not only causes great losses to the units,but also has a great impact on the latter part of the country.Therefore,the relevant government departments of our country should pay more attention to the professional and technical civil servants,improve the corresponding incentive mechanism constantly,improve the existing problems from different aspects of professional title evaluation and welfare treatment,so as to make the work enthusiasm of professional and technical personnel fully mobilized,thus ensuring the workers' work.The efficiency has been improved continuously.This paper analyzes the problems existing in the current professional and technical civil servants by means of interviewing and questionnaire survey,and analyzes the existing problems of professional and technical civil servants at the present stage in our country by means of literature analysis and comparative analysis.The main problems include:the status definition,post personnel,salary level,position promotion,assessment and evaluation,technical training and so on.In order to improve the problems mentioned above,based on the analysis of the causes of the problem,this paper puts forward some suggestions on improvement,mainly involving classification management,evaluation mechanism,incentive measures,appointment system and system operation.to ensure the development prospects of professional and technical civil servants from all aspects,and to provide a guarantee for improving the management system of civil servants and the modernization of our national governance system and governance capacity.
