In China, the professionalization of township civil servants is an important way to improve the government administrative efficiency at the local level and strengthen the management of grass-roots cadres. It is an important component of the civil servants professionalization. However, in the process of building professional township civil servants, there still have lots of questions, such as deficiency of professional ability skills,lack of normative ethics,and the non-standard of professional behavior. The main cause of these problems is the lack of scientific management ideas and methods.Besides, the security institution system of professionalization is not sound. And the township civil servants construction of professionalism is effectiveness. The author try to investigate the present situation and find out the problems of Su Qian,sucheng country, at the same time, reference the experience of western civil servants professionalization and enlightenment.
