With the development of theoretical studies and improvement of practice by human resource management in government departments, the career development of civil services in the government of china has become increasingly mature and has attracted more and more attention.The disadvantages caused by the illegibility of character and extension of civil services' post and responsibility exert negative effects on the career development of the civil services, because they are in long term under "unified" management by China's administrative level system. Since "Civil Law" was issued, the classification of civil services has been enhanced which includes comprehensive management, administration execution and technical professionals according to their post characteristics, especially the classification of technical professionals is defined for the first time. Classification Management has not only opened a chapter in the scientific management of the civil services, but also increases the level of complexity of their management. To improve administrative and services efficiency, it is necessary to build a high-quality civil service team. To retain and develop a group of technical professionals-an important part of the civil services-with high capacities will play a very important role in the construction of government after China's entering into the WTO. Therefore, it is necessary to strengthen the career management of civil services, to design their path for career development and to trace out a clear picture of the direction and progress ladder for them in order to guide them to achieve their career goals by forwarding along the career path and to realize the agreement of personal goals and governmental objectives.For technical professional civil services, with a limited number of non-leadership posts at most basic units, there is a relatively short career path, Moreover, China has not set up professional and technical positions and has abolished the assessment the title of civil service technical post. Therefore, the only way for technical professional civil services to improve in position grades, rewards and other aspects of development is to get closer to "official". This paper analyzes the existing problems and their reasons of the technical professional civil services' career development, and advances career path that is in line with their characteristics and personal development rules.Based on the conclusion and analysis of China's current experimental practice of technical professional civil services' career development, this paper elementarily advances design to technical professional civil service career development path and analyzes its feasibility. This Path promotes relevant supporting measures in various aspects and provides a reference for the in-depth career management of technical professional civil services.
