County Government E-Government Performance Evaluation System

E-government is a strategic measure which the current world's governments are actively implementing.It has great significance in improving government efficiency,strengthening the functions transformation of government,realizing the "people oriented and governing for the people "the administrative concept.The EG performance evaluation of Chinese county government is in the stage of exploration and experiment at present.The lack of EG performance evaluation system of the county government makes lack the development strategic objective of county government EG and affects the development of EGIn order to solve this problem,this article researches performance evaluation of e-government at home and abroad deeply,put forward the theory based on the BSC performance measurement system which aiming at the problems in the construction of county government EG,which provides a theoretical support for the performance evaluation of county government EG.This article is divided into six parts,The first part is the introduction,which introduces the background and significance of the topics and the ideas and methods of research;The second part is a theoretical summary,which focuses on the relatively concepts and theories of e-government performance evaluation;The third part compares the e-government performance evaluation at home and abroad.Then the problems in the processing of county government EG performance evaluation are analyzed;The fourth part is the key part of the article.Firstly,SWOT analysis is used to determine the strategic objectives of county government e-government.Secondly,the balanced scorecard theory is used to build the performance evaluation index system which rounds the strategic objectives.At last,the fuzzy comprehensive evaluation method is used to calculate and evaluate the index;The fifth part evaluates the e-government construction of Gaocheng based on the previous chapter,which applies the model of the e-government performance evaluation.Then the developing proposals of Gaocheng e-government are put forward based on the assessment results;In sixth part,the research of e-government performance evaluation is summarized and prospected.
