Performance appraisal has gradually become a powerful hand in the management of civil servants,and its influence on the optimization of cadre quality across the country and the transformation of government functions has become increasingly significant.In recent years,governments at all levels in the Inner Mongolia Autonomous Region have conscientiously implemented the internship in the new era of socialism with Chinese characteristics and the spirit of the General Secretary 's important instructions to Inner Mongolia.It is developing at a high speed,but compared with the developed areas in the eastern coast,there is still a big gap.Especially as a government performance evaluation that can effectively promote regional development,there is still much room for improvement.Qingshan District of Baotou City is a strong industrial zone in Inner Mongolia Autonomous Region.Its construction achievements in political construction,economic development,cultural undertakings,ecological civilization,and social stability have a good demonstration effect.It has a strong representation in the system and mechanism.Through research and analysis of the current performance evaluation of Qingshan District government,it will optimize and strengthen the performance evaluation of district and county governments,and then promote the high-quality development of the entire district.This article takes Qingshan District of Baotou City as the research object,which is divided into 6 parts.The introduction mainly explains the purpose and significance of the research.The first chapter discusses the related concepts and theoretical basis of district and county government performance appraisal.The second chapter expounds the status quo of performance evaluation of civil servants in Qingshan District.The third chapter expounds the current existence.Problems and causes;The fourth chapter summarizes the advanced experience of Hangzhou performance appraisal,explaining its inspiration and reference for the performance appraisal of the county-level government in Inner Mongolia Autonomous Region;the fifth chapter is to optimize the performance evaluation index system,improve the performance evaluation index system,and reconstruct the performance evaluation Processes and other methods have improved the performance evaluation of district and county governments.This article interspersed the field investigation method and empirical research method in the drafting process,and found out the current districts and counties by visiting the Qingshan District Committee Office,Qingshan District Committee Organization Department,Qingshan District Committee Office,Qingshan District Human Resources and Social Affairs Bureau,and Donghe District Government Office Existing problems in the performance appraisal of the first-level government,research and analyze the reasons;By referring to the evaluation concept value,evaluation organization construction,and evaluation index system of the performance evaluation work of the Hangzhou Municipal Government,countermeasures to optimize the performance evaluation work of district and county governments are proposed,specifically to improve the evaluation process,optimize the evaluation indicators,and strengthen the evaluation results Use it to further increase the enthusiasm of the leading cadres of the district and county governments,improve their work efficiency,and push the government and government services of the district and county governments to a new level to help Inner Mongolia achieve high-quality development.
