The ideas and practice ofl ocal government performance measurement in western countries are of great importance of reference to our country's.As China's deepening administrative reform, government performance evaluation of a system as an administrative innovation was received more and more attention by all parties. Currently, the country has more than one third of the provinces and cities of government performance assessment and management of exploration.In this study, the County Government is the research's object, firstly introduced the concepts at the county level of government performance assessment and the practical significance of this activity carried out, followed by a foreign government are reviewed in detail of the development process of performance evaluation and practical experience, and then selectted the development of our country Three different levels of county government to do empirical performance evaluation of the case studies, and finally by analyzing the performance evaluation of the practice of county government problems and explore the reasons, putting forward a series of countermeasures to improve the evaluation system, including the assessment of the scientific indicators,of the diversity methods and of the legal system.If a public-based county government could realize the important role the public play during the government management, have them participate in the government measurement, and put the public's requirements first,the public would truly evaluate the quality of public products and services provided by the govemment.And it is beneficial to the political democracy and stability, economic health and development,social equity and equality,and people's life improvement.Therefore,the study is of theoretical and realistic value.
