China's economic system has been changed since the reform and opening-up policy.The social structure has been reorganized and can be divided into the three fields of government,market and society.The government system and the market mechanism have been improving while the development of the social sector is relatively lagging behind.The lack of effective social mechanism of management fails to meet the demand of the whole country's economic and social development.From this perspective,it is of great importance to put forward the reforming of social management mechanism,establish modern social organization system,promote the healthy and olderly development of it and play its important role.All these are closely related with the development of non-profitable organizations.Volunteers are the subject that provide service in non-profitable organizations.They get involved in the voluntary service voluntarily without rewards or payment.It is for their self-satisfaction mentally.Therefore,it is different to manage volunteers,compared with general human resources management.Last year,China formulated and implemented the new voluntary service regulations,which means the new reforming and development period for the field.However,this also indicates new opportunities and challenges.Therefore,it is urgent for non-profitable organizations to think deeply about how to enable volunteers to provide better service,to realize the organizational target and to meet the demand of their personal development by improving the organizational system and management process and by generating new strategic concepts.This thesis is mainly based on the theory of Hierarchy of Needs and the Two-Factor theory,and it will analyze a typical non-profitable livelihood volunteers association in the city of Chaozhou,Guangdong province.It aims to analyze the organization's current situation and problems,explore its deep-rooted reasons,and come up with some feasible measures for its improvement of volunteers management under the guideline of some concepts of human resources management.At last,it will go further to have some suggestions and references for the future development of all the non-profitable organizations' volunteers management.
