The Studies Of Volunteer Service In Qingchunhuanbao Volunteer Society Of The City Of Shenyang From The Perspective Of The Salamon Voluntary Failure Theory

The progress of the social civilization level can be measured by voluntary service and volunteer service is the main provider of voluntary service organizations,they are the backbone of the volunteer service.After 50 s of 20 s century,the organization of volunteer service is developing rapidly,with the increasing scope and influence,has become an important new movement in people worldwide.In fact,the volunteer service has played very important role.In solving social problems,social harmony,as the civil power,volunteer organizations play a more and more important role.The government has its own shortcomings and defects of the market mechanism,and volunteer service could work more effectively,as the supplement of the "government failure","market failure".For voluntary service force,people have high hope for it,hoping it can serve as an important mechanism for the regulation of the the problems and defects of the balance and make up.In fact,in the process of rapid economic development,more and more scholars begin to pay attention to "government failure",the problem of "market failure" phenomenon and put up the government non-profit organizations as an important means of loss of spirit and " market failure ".But as the third activities of the main field,non-profit organizations also exist the phenomenon of malfunction--voluntary failure.The government,market and voluntary service also fail,this failure is " voluntary failure".Based on this background,firstly put forward the concept of " voluntary failure ",and the related theory in this paper.This paper hopes to describe a clear picture of volunteer service in Qingchunhuanbao society of Shenyang to explore the problems encountered and the underlying causes during its development.It has some reference to the development of voluntary service throughout the Northeast Region.The article is constructed by five sections.The first section is to introduce the background of study voluntary failure in abroad and domestic scholars' articles.In the second part,some concepts which related with non-profit organization,volunteer,voluntary failure and so on are defined.In the third and forth parts,the paper based on the research on voluntary failure of Qingchunhuanbao Society of the city of Shenyang and combined with a general analysis to expound the problems about voluntary failure.In the last section,after analyzing and learning fromothers' useful experience,some specific suggestions about how to solve the voluntary failure in Qingchuanhuanbao Society from theoretical and practical aspect.
