Research On Maritime Grassroots Law Enforcement Optimization Under The Background Of Streamline Administration,Delegate Powers,and Provide Better Services

In recent years,China has carried out extensive administrative system reform of management,which is called "streamline administration,delegate powers,and improve regulation and services".The Maritime Safety Administration of China(MSA),keeping pace with the country,carried out reform in a bold manner.Through a series of measures such as simplifying approval process and reducing approval items,we have lowered the requirement of relevant administrative matters concerning shipping industry.However,the traditional means of supervision begins to weaken due to the further easiness of supervision measure of the shipping market,which putting forward higher demands to grassroots MSA departments.Although some progresses have been made,the completion of maritime law enforcement reform generated some inner problems about procedure,working mechanism,etc.Meanwhile,the lag of supporting system restricts the effectiveness of administrative law enforcement.Grassroots maritime departments are not only the forefronts of all work in the maritime system,directly facing the administrative counterpart and masses,but also center for the maritime law enforcement force and equipment.Grassroots maritime law enforcement officers,representing the image of China MSA,are both guardians of the shipping market and executors of power.Therefore,under the background of "the pipes suit" reform,it is practically significant to propose suggestions and solutions for law enforcement optimization.This paper takes the grassroots law enforcement work of Z MSA as the research objects,employing the research techniques such as dialectical materialism,abstraction and deduction,and comparative research.By elaborating the situation before and after grassroots law enforcement reform and effectiveness evaluation of Z MSA,combing the theories of law-based administration and New Public Service,it summarize the current problems,analyze causes,and bring forward optimizing recommendation,which is to establish a whole set of on-site integrated law enforcement mechanism.This paper tries to analyze and explain the current situation and predicament after the reform through the case study of Z MSA.On one hand,it is instructive to solve practical problems,create a government that meets the requirements of "the pipes suit reform "and promote the healthy development of maritime grassroots law enforcement;on the other hand,it is helpful to improve the internal maritime administrative work,enhance the efficiency of grassroots work,and reduce the risk of law enforcement.
