| Purchase-of-Service is an effective way to transform government functions as well as an important perspective for observing and studying the government-social organization relationship.In theory,government-social organization relationship in Purchase-of-Service is contractual based on contracts.But in practice,there are many different types.Based on the symbiosis theory,this paper further elaborates and refines the existing "resource interdependence-autonomy organization" analysis framework.Combining several cases of government-society interaction in Purchase-of-Service in L City,this research divides the government-social organization relationship in the current practice of Purchase-of-Service into three types:parasitic relationship,asymmetric symbiotic relationship,and symmetric symbiotic relationship.By analyzing,it can be found that each relationship type has its own characteristics,advantages and problems,and further analysis of the reasons for the emergence of each relationship type can provide a thinking direction for the optimization of the government-social organization relationship.Specifically,social organizations of parasitic relationship have obvious characteristics of "being produced",mainly based on the formation of implementation deviations caused by insufficient attention from the government,weak development of social organizations,and the downward pressure of higher-level task indicators.Although the hematopoietic ability of social organizations of this relationship is poor,and the strong control of government is contrary to the original intention of Purchase-of-Service,parasitic relationship also shows practical effectiveness in grassroots practice,which not only promotes the development of social forces,but also may break the dilemma of multiple agents.Social organizations of asymmetric symbiotic relationship show obvious characteristics of"administrative embedding",mainly due to the fact that grassroots governments do things based on administrative logic rather than contract logic,insufficient professionalism of social organizations,and factors that inhibit the development of social organizations in the symbiotic environment.Compared with parasitic relationship,this kind of relationship can better achieve the purpose of Purchase-of-Service and promote the development of social organizations,but at the same time,there are also problems such as the lack of status of social organization governance subjects and the tendency to formalize organizational services.In the symmetrical symbiotic relationship,the government and social organizations are relatively equal symbiotic partners,and the social organizations have strong independence and autonomy.The government’s management tendency based on contract,the high professional level of social organizations and the gradually relaxed symbiotic environment make the government-social organization relationship of this kind better achieve the initial goal of Purchase-of-Service.But this relatively ideal relationship between government and society still has risks in practice,such as weak foundation of government-social organization cooperation,contradiction in resource competition,and service effect to be investigated.In general,this study supplements multiple types of cases of the government-social organization relationship from the perspective of symbiosis theory,and verifies the applicability of symbiosis theory in the question of government-social organization relationship.A clear understanding of China’s system is the premise for discussing the relationship between government and society in China.The realization of the ideal goal of separating government and society is not achieved overnight,and the optimization idea that conforms to the actual development situation at this stage is of practical significance. |
