Realistic Dilemma And Optimization Path Of Community Social Organization’s Participation In Social Governance

With the rapid development of economy and society,new social problems arise continuously,the public demand for public services shows a trend of diversity and complexity,the government has changed from a single subject implementing specific management in the traditional sphere to a behind-the-scenes subject making decisions in modern governance,social organizations have emerged and continued to reform and innovate,becoming a carrier to undertake the transfer of government functions and participate in the main body of community governance.Social organizations take the community as the field and collaborate with the government,community and residents and other subjects in governance,and their refined and professional services have far-reaching significance for solving the current conflicts in China.Therefore,in order to solve the current social problems,modernizing the level of governance and governance capacity as soon as possible and promoting the construction of service-oriented government,it is necessary to fully empower social organizations and enhance their participation in social governance so as to promote the improvement of the level of public service supply.In order to deeply explore the optimization path of social organizations’ participation in community governance,the study takes C town and L community in J district of Baoji city as the research area,with the help of case study method,in-depth interview method and questionnaire method,through questionnaires and interviews,to understand the basic situation of C town and the overall service demand of community residents and get a more complete picture of the current situation of social organizations’ participation in community governance in C town and L community.The study analyzes the dilemma of social organization participation in social governance and its optimization path by combining the new public service theory,collaborative governance theory,and polycentric governance theory.The practice of social organization participation in social governance in C town and L community has continued to deepen and combine with the characteristics of C town and L community,a new pattern of community governance has been created.However,in the practice of social organizations’ participation in community governance,there are still problems such as insufficient awareness and support from government departments,insufficient independence and autonomy of social organizations,lack of credibility of social organizations,insufficient construction of social organizations themselves,low level of community cooperation and weak participation of residents.This is directly related to the imbalance and misalignment between the government and social organizations,the administrative absorption of social organizations,the unsound governance system of social organizations,the lack of endogenous motivation of social organizations,the lack of leadership and protection of social organizations by community party branches and neighborhood committees,and the imbalance between the “supply and demand” of social organizations and residents.Therefore,to solve the real dilemma of social organizations’ participation in community governance,C town should make efforts in six aspects: improving the development environment of social organizations,building cooperative governance relationship,strengthening the self-regulation and effectiveness of social organizations,strengthening the construction of social organizations themselves,empowering social organizations and forming a sense of community,optimizing the path of social organizations’ participation in community governance,playing the role of social organizations as a bridge,and promoting effective participation.In order to improve the level of community governance,we have made efforts in six aspects,optimizing the path of social organizations’ participation in community governance,playing the role of a bridge between social organizations and promoting effective participation.
