Research On Public Ethics Issues In Public Policy Making

Public policy is made in the process of the public interest choosing,integrating,distributing, and implementing, so publicity is the logical starting point of it. Public ethics involves the interaction between the government organization and citizens, non-governmental organizations, and public ethics is the following value of public managers dealing with public affairs, therefore,the public interest is the core of foundation. Public policy should be based on the public ethics in the process of developing the public policy, meeting the requirement of the basic values of public ethics. Discussing the public ethics problems in public policy making is a kind of value analysis and research, this article study from the perspective of public ethics, trying to find the public policy formulation process followed with the general public ethical appeal. It is verified by an example, and analysis the problems in the work of public policy and come up with some measures to improve the present condition,in order to realize the deep fusion of the public policy and public ethics.With the development of democracy,citizens show more and more concern on the public policy decision making. How to reflect the demands of public ethics becomes the main problem restricting the effectiveness of public policy. Basing on this background, the study of the public ethics problems in public policy making is the need of reality.The article is a concrete study on this background. How to reflect the public ethics requirements in public policy decision making has become the main question to conform its legality and rationalization.In contrast, the question of public ethics in the process of public policy exist in different level,on the one hand it leads to a waste of policy resource,increase policy opportunity costs, leads to the low efficiency of government work and the failure of public policy. On the other hand, it can cause the loss of government credibility, officials and the atmosphere of distrust. All these consequences are directly contrary to with the a harmonious society, runs counter to the basic requirements of rule of law society. Therefore, analyzing the problem of public ethics in public policy making is the not only the need to solve the problem of increasingly complex society, but also to realize the benign interaction, enhancing the government credibility officer of the people, safeguard social fairness and justice.The first chapter analyses the questions about public policy, public ethics present research at home and abroad and future research trend.From the perspective of theory and practice, history and reality, the article research make sure its goal and meaning. The second chapter mainly introduces the basic concept of public policy ethics and it related theory, and we need to define the public policy making and policy making subject, public ethics connotation, and in this part,we introduce the public policy-making model to illustrate the current public policy formulation process of our country. The third chapter tells the relation between the public ethics as a public policy, legitimacy and rationality premise, putting forward the public policy formulation on three majors public ethical appeal, namely, fairness, sustainable development, the public interest demands and using the specific case to reflect and support them. The fourth chapter mainly analysis the public ethics problems in public policy making, with the Zhongtai rural village of nine peaks garbage incineration power plant event as a case, from concrete process of public policy making including it problem definition, target determining, program planning, scheme choicing and legality, combined with three major public ethical appeals, for public ethics problem analysis. The fifth chapter discusses the problem of public ethics in public policy making for root cause analysis, from policy environment, policy subject, policy system aspects,elaborating the three levels. In the sixth chapter,in view of the public policy public ethics problems, from shaping good policy environment, accomplishing policy subject public ethics and perfecting system construction of public policy aspects to recommend our counter measures,in order to realize the depth fusion of the public policy and public ethics.
