The Evaluation Of Rural Community Correction Effect Based On Social Support Network

Since China released "Notice about Carrying out Community Correction Pilot Work" in July 2003,the community correction has been intensified while punishment and correction have been implemented at the same.By helping community correction offenders reintegrate into society,we are more closer to our fundamental purpose.Achievements have been made in the community correction work with social recognition and high remarks gained.Community correction integrates the modern spirit of democracy,humanity and the rule of law into criminal punishment.The unhealthy psychological tendency and behavior habits of correction offenders have been corrected in the social environment with the resocialization of correction offenders in the social management achieved.The research on effect of community correction based on social support network can help judicial workers clear the obstacles in the process of community correction.It is of great and urgent significance to safeguard social public security.However,in terms of research of the current scholars,the research on the community correction system is large in quantity while the research on community correction offenders is relatively insufficient.There are studies of social support on teenager,left-behind children,empty-nest elderly and other vulnerable groups while studies of social support on marginalized groups such as the community correction offenders and drug users are inadequate.High attention should be paid to problems such as the deficient social support for rural community correction,the insufficient support and so on.The novelty of this paper is embodied in: taking social support network as the perspective,taking part of rural community correction offenders as the main research object,and analyzing and evaluating the correction effect of rural community correction offenders.The paper takes L judicial office as an example based on the analysis of the research results at home and abroad.At the same time,it selects nine community correction offenders of different crime types to study.With consideration of the reality of rural community correction work and selection of rural community correction evaluation criteria based on social support network,the evaluation system has been made on four aspects,that is,legal concept,mental health,moral quality and social adaptation.There are five indicators in each aspect,and each indicator is reflected by four social phenomena.Interviews have been made with community correction offenders and their relatives,their guarantees,volunteers,head of the village,leaders and the judicial personnel to evaluate each social phenomenon from five grades,excellent,good,general,fair,and poor.Meanwhile,the variations of the social support network of the correction offenders under the discourse system has been observed.The effect of community correction carried by L judicial office has been evaluated from three aspects,namely,the working group of community correction,the work management of community correction and social support of community correction.Causes that have led to the delay of L judicial office’ offenders’ accomplishment of community correction,repeated warnings and probation revoked have been analyzed respectively from four aspects,the legal support,family support,social support,and self support.Finally,adjustment and improvement of the community correction should be carried out in a timely manner based on the normalization of formal social support management and the reinforcement of informal social support.Efforts have been made to strengthen the construction of the judicial work force,improve the efficiency of judicial work,and promote broad social forces to participate in community correction work.A good working atmosphere in society has been created to improve the rural community correction work.The strong theoretical support and realistic basis should be provided for the rationality and legitimacy of the community correction system to realize its own value.
