The performance management work of Tax Service Hall of Yingtan City began in 2008.After continuous development and improvement in practice,a tax service hall performance management system has been primarily established,focusing on the implementation of tax services and targeting at improving taxpayer satisfaction.The tax service hall performance management system provides a strong guarantee for the implementation of the tasks assigned and the implementation of tax reform and advancement.Against the background of reform of taxation institutions,the Taxpayer Service Hall is the last mile from state taxation authorities to ordinary taxpayers.the Taxpayer Service Hall is the frontier of institutional reform,it has provided high-quality and convenient services to more than a billion of taxpayers and payers both.“Institutional reform,service first,” is identified as an important principle in the reform of the national tax collection and performance management system.Combined with the requirements of the Performance Appraisal Version 6.0 issued by the State Administration of Taxation,it is a new topic for the Taxpayer Service Hall to explore the establishment of a performance appraisal system for content specifications,quantitative indicators,clear responsibilities,and scientific and reasonable tax services.Therefore,it is of great significance to actively explore the performance appraisal and methods for the staff of the Taxpayer Service Hall to improve the quality of tax service and enhance the taxpayer's sense of acquisition.Based on this background,this thesis tentatively carried out a study with the research topic of Study on Point Redemption Scheme-based Performance Management of Yingtan Tax Service Hall.There are six chapters in this research.The first chapter elaborates the background and rationale of the study of point redemption scheme-based performance management as well as the main contents,ideas and methods of this research.The second chapter introduces the relevant concepts and theoretical basis of the performance management of the tax service hall,laying a theoretical foundation for this study.The third chapter introduces the institutional setup of Yingtan Tax Service Hall and the current problems,and summaries the status quo and achievements of the point redemption scheme-based performance management.The fourth chapter takes the point redemption scheme-based performance management practice of Yingtan Tax Service Hall as basis,analyses thepoint redemption results and conducts the research method of questionnaire,and explores the problems in the point redemption scheme-based performance management that need to be urgently addressed.The fifth chapter summaries and analyses the latest advanced experience of performance management of domestic and overseas,so as to determine the effective optimization direction for reference and guidance.The sixth chapter proposes recommendations to optimize the point redemption scheme-based performance management system of the tax service hall from the aspects of creating performance management atmosphere,optimizing the performance management system,improving the relevant supporting system,and setting up a platform for staff growth and development etc.Through this study,referring to the actual work of the tax service hall,and using relevant theories such as the point redemption scheme and the comprehensive incentives,this thesis explored the quality and efficiency of the optimization of performance management.Taking the point redemption scheme-based performance management practice of the Yingtan Tax Service Hall as an example,this research focused on addressing the bottleneck problems in the current performance management of the Yingtan Tax Service Hall,and actively explored a new model of tax service hall performance management based on “specific indicators,prominent key points;mutual communication,objectivity and fairness;process supervision,point management;results application,incentives and constraints”.This thesis attempts to make an initial exploration of ways to improve the quality of tax service and strengthen team building.
