With the development of economy and society,the dispatch system has been widely used in enterprises and institutions.In particular,administrative institutions have effectively saved financial expenditures,increased the utilization rate of talents,and improved service efficiency through the use of dispatch personnel.However,at the same time,there are obvious differences in salary,promotion space,etc.between the dispatch personnel who are under the same work pressure and work intensity,which directly affects their work mood and the service quality of the government service hall.Therefore,how to improve the subjective initiative of work through the performance appraisal of dispatch personnel,thereby improving service quality and efficiency has become an urgent problem that needs to be solved.This paper takes the dispatch personnel of the Human Resources and Social Security System Government Service Hall of the Q City as the research object,and analyzes the background and significance of paying attention to the performance appraisal of dispatch personnel,and the research status at home and abroad as well as the related concepts were sorted out.At first,it makes an introduction of the present situation of Government Service Hall,employment relations of dispatch personnel,and the current performance appraisal system in Q City.It is found that in present assessment system,dispatch personnel and employers do not have a direct relations and it is hard for employers to get involved in their salary and performance evaluation system.Even though employment contracts are signed,the relationship between the two ends is quite loose,and the assessment of dispatch staff is not strict.Then,questionnaire survey is used to investigate the assessment of dispatch personnel,and through the collection,sorting and analysis of questionnaires,the problems in the management of dispatch personnel and the application of performance appraisal were analyzed from the three aspects of appraisers,appraisers and appraisal system,and in-depth research was carried out.Subsequently,this paper focuses on how to build dispatch personnel performance appraisal system of Human Resources and Social Security System Government Service Hall.With the guiding ideology and basic principles of constructing the performance appraisal system,the appraisal goal is to stimulate employees' enthusiasm for work,improve the level of government service and build a service-oriented government.It is designed in consideration of the aspects of assessment object,subject,cycle,content and grade.During evaluation index designing,combining with the work content and work nature of the Government Service Hall,the index is divided into three dimensions: work performance,work ability and work attitude,and the first-class index and the second-class index are mark-appraisal,which means dispatch personnel shall be appraised due to examination results.To ensure performance evaluation and make full use of evaluation results,we should strengthen propaganda,set up performance evaluation management,and improve evaluation information and strengthen information construction;In terms of system guarantee,it is necessary to establish supervision,training and appeal mechanisms as the basis of the system.At the same time,it is necessary to make full use of the four major mechanisms of resource management,integrate resources,cooperate with each other,and play the role of various indicators to provide a mechanism for the performance evaluation system.Ensure that after optimization,the performance management system can effectively mobilize the work emotions of dispatch employees,improve the service level of dispatch employees,continuously increase their sense of belonging and identity,and maximize the personal capabilities of the window dispatch employees,thereby Improve the overall service level of the government service hall.
