With the continuous improvement of the sense of ownership,the public has also put forward high requirements for government services.The purpose of constructing a two-level public service platform at Zhencun,Boluo County,Guangdong Province is to solve the problem of inconvenience caused by the inconsistency of the grassroots service platform,the repeated construction of multiple platforms,and the handling of the masses.Through the integration and unified standardization of various types of places,equipment,personnel,funds,and other resources at the grass-roots level,public service items for the grassroots will be incorporated into the platform,and through the optimization of service items,the efficiency of government affairs will be improved,and the public will be better and better.service.Town and village two-level public service platforms directly serve the public.Whether they can truly provide convenience,efficiency,openness,participation,and diversified services are closely related to and closely related to the vital interests of the public,and they can also most affect their satisfaction with production and life.degree.However,the author of this article found that there are certain problems in the two-level public service platform of Zhencun Village through visits,discussions,and access to information,and has not reached the construction goals and requirements of the public service platform.What are the problems with the two-level public service platform in towns and villages? What are the causes and improvements? These questions are the content of this article.In this paper,literature research,interviews,and other methods are used to sort out the theoretical research and scholars’ views of the public administrative service center,and interviews are conducted with relevant officials at the county level of the public service platform,relevant staff at the township level,and village platform operators.The related cases of the public service platform have been sorted out,and the major problems existing in the public service platforms at the township and village levels in Boluo County have been focused on,and the causes of the problems have been analyzed in depth.Through research and analysis,we found that the public service platform has the following three problems:(1)Physical hall: Insufficient integration of service items,lagging equipment installation and equipment,incomplete deployment of work teams,low overall quality,and difficult implementation of cadre agency system One-stop processing of one-stop service is poor;(2)Online service hall: low online filing rate,lack of operability and stability,and low awareness rate;(3)Coordination mechanism: imperfect assessment mechanism;online service hall business The depth of integration is not enough,the degree of decentralization is not enough,there is no connection between "online" and "offline" services,and there is no guarantee of funding.There are four main reasons for the above problems:(1)policy level: positioning of township and village service platforms,lack of legal norms,and lack of financial security systems;(2)customer level: lack of awareness of government services,staff members The awareness of the public service center is not enough,the people’s working philosophy and habits have not changed,and the promotion and promotion of the platform has not been sufficient;(3)Organizational level: self-interest of the government departments,unreasonable management system,and lack of participation and interaction of the people;(4)Institutional level: It is difficult to form a professional service team and supervise the formalization of softening assessment.In order to solve these problems,this paper puts forward suggestions for improving the four-level public service platform of Zhencun from policies,customers,organizations and institutions. |
