Study On The Participation Of Social Governance Of Country-level Federation Of Returned Overseas Chinese In Fuzhou City

With the accelerated transformation of government functions and the reform and innovation of social governance system,Social organizations will undertake more and more social affairs and provide diversified social service.As an important social and political group,the Federation of Returned Overseas Chinese participates in social governance by serving economic development,maintaining overseas Chinese interests in accordance with the law,expanding overseas friendship,developing public welfare services,participating in political affairs and building a harmonious society and so on.To study the participation of country-level Federation of Returned Overseas Chinese in social governance is not only a major issue the country-level Returned Overseas Chinese Federation facing at present,but also the most concerned issue for the overseas Chinese community.It has significance both in theory and practice.This paper uses the literature research method,statistical analysis method and case analysis method and furthers this investigation through field visits,telephone counseling,interviewing and questionnaire survey.According to the theory of governance,government failure theory and related theory,picking country-level Federation of Returned Overseas Chinese in Fuzhou City as the research object,this paper analyzes the role they play in social governance from bringing its superiority into full play to serve the development of economic,organizing and mobilizing participation in social construction,integrating all kinds of resources to serve nation people,commenting on politics to promote democratic consultation and dissolving the contradiction to maintain social harmony and so on.At the same time,through this study,four problems are found in the process of participating in social governance of the county-level Federation of Returned Overseas Chinese in Fuzhou City including unclear function orientation,imperfect mechanism,weak working ability and the asymmetry between the team building and the task of social governance.This paper also analyzes the reasons,and provides that there are five main reasons,namely,insufficient legal support,not strong publicity,not strong social identity,weak primary-level organization construction and insufficient staff.On this basis,based on the experience of effectively participating in social governance of the country-level Federation of Returned Overseas Chinese in Quanzhou City and Chongqing City,this paper puts forward the countermeasures and suggestions for Fuzhou country-level Federation of Returned Overseas Chinese in four aspects,namely,improving external environment,laying a solid working foundation,enhancing work effectiveness,improving service capability.The study is of great significance for deepening the understanding of country-level Federation of Returned Overseas Chinese'orientation and social function,strengthening and innovating social governance in overseas Chinese affairs,giving play to the role of the Party and government in bridging and linking the returned overseas Chinese,and promoting the theoretical research and concrete practice of the work of the Federation of Returned Overseas Chinese.
