Research On Promoting The Tibetans' Legal Political Participation By Local Governments Of Diqing Prefecture

Civil Political Participation is an important element for the government to maintain the proper function of the political system and the stability of the civil society.What's more,it also provides the channels to the public to apply and voice their own interests and requests to the governments of various levels.In recently days,Diqing Prefecture Government has gain a great progress on promoting the civil political participation of the Tibetans and their rights of master of their own affairs has been properly enhanced and implemented.The effectiveness of the civil political participation in the various fields of development is more and more obvious.But due to the historic,cultural,economic and religious reasons,as well as the involvements of Tibetan independent forces living outside the country,there have been some new problems on the local Tibetans' political participation,which lies in the following aspects:the economic motivations drives the complication of the political participation,the religious forces and family-based forces have great roles on the Tibetans political participation as well as their behaviors.What's more,the differences between urban and rural developments also pose a negative impact on the political participation,which would pose a great challenge to the local governments to establish the democratic politic system and maintaining the stable growth of all works.On analyzing the reasons,the writer thinks the lag of the economic development and unbalanced development greatly hamper the local Tibetans from taking a orderly political participation.Besides,religious reasons and family-based forces also affect the establishment of the political participation culture.Therefore,the writer believes insisting on the leadership of CCP is the precondition when dealing with Tibetan tasks.Besides,we need also to continue the economic development so as to promote the prosperity of the political culture in the Tibetan region and give the Tibetans a sense of gain.The last but not least step is to deal with the relations between religious life and political life,so that both of them could be running smoothly.By implicating the above methods,we can maintain the socia16,political and economic orders properly and improve the local Tibetans' political life as well as their living standards,which will promote the democratic political development and maintain the stability of the Tibetan region.
