Research On Structure Optimization Of Section Level Leadership In S County

Party committees and government leading groups at all levels play an important role in the economic and social development of the Party and the state,and play a key role.The leading group at county level is the most grass-roots leading group in the series of Party and government organs in China.It is the implementer of implementing the Party and state policies,shouldering the important responsibility of developing one side's economy,managing one side's affairs and maintaining one side's stability.The leading group is composed of a different and independent individual.Whether its structure is scientific and reasonable determines the overall function of the leading group.It can be said that optimizing the structure of the leading group is the most direct and effective way to improve the overall function of the leading group and enhance the core executive force of the grass-roots leadership.Therefore,it is an important task for Party committees and organizational departments at all levels to continuously optimize the structure of the leading group at the deparrtmental level so that the members of the leading group can have a team cooperation effect of more than one and two,and truly build a high-quality professional cadre team with complementary advantages,suitable personnel and posts,and full cooperation.However,throughout the Party and government leading groups at all levels,there are still some problems in varying degrees,such as aging,inconsistent matching of cadres'experiences and abilities,low level of professional allocation of leading groups,emphasis on personal qualities rather than overall matching of leading groups,which to some extent affect the overall function of leading groups.At present,no matter in the academic theory level,or in the work practice level,the comprehensive and systematic empirical research on the structure of the party and government leadership is relatively small,with little reference.This paper will be based on optimizing the leading group structure,building the actual needs of professional and high-quality cadres,and following the idea of "asking questions-analyzing problems-solving problems",based on the existing 58 leading departments and 449 leading cadres at the level of departments and departments in S County.Through individual interviews,the preparation and distribution of questionnaires,and the analysis of SPSS exploratory factors,we comprehensively analyzed the current situation of the leading bodies at the level of departments in terms of age,gender,academic qualifications,work experience,etc.,and the degree to which the composition satisfaction of the leading bodies and structural elements have exerted influence on the effectiveness of the leading bodies.We will thoroughly explore the problems and causes of the structure of the leading bodies at the level of departments and,in the light of the problems and causes,make full use of the existing research results and the advanced experience of other regions,and integrate the actual situation in County S.It puts forward countermeasures and suggestions for optimizing the structure of the leading bodies at the county level from such aspects as setting up the correct leadership team allocation concept,strengthening the strategic training reserve of reserve cadres,exploring the construction of a leadership team structure model,highlighting the key tasks of optimizing the team structure,improving the system of leadership team allocation,and improving the business level of the organizational departments.To enhance the overall function of the leadership to provide reference and reference for the provinces,cities and other regions in the construction of cadres to provide some enlightenment.
