With the continuous improvement and development of leadership theory, and as Hambrick and Mason in 1984’s "upper echelons theory" for a symbol, the modern leadership theory has entered the study period of leadership team. After this theory was put forth, there have been a growing number of scholars under the guidance of the theory for different types of leadership team conducted in-depth research. Upper echelons theory is that the composition of the leadership team, team operation processes and team performance team structure will have a major impact, it is necessary to analyze in depth the impact of relationships. Emergence of the theory, as we study the leadership team provides a new theoretical perspectives and methods, after 30 years of development, the research field has accumulated a wealth of research results.However, most of the previous scholars have take all kinds of business leadership team as the research object, few of them use the theory of our party and government leadership, and from the team composition, team process and team structure from the point of view of the empirical research of China administrative organization in the development of leadership is rare. In this paper the applicability and innovation based on the verification of the upper echelons theory of our party and government leadership research methods, in the upper echelon theory under the guidance of the county level party and government in H, all members of the leadership team as the research object, the team composition, team process and team structure of three independent variables and the dependent relationship between variables of team performance an empirical study. First of all, this paper in reference and modification is widely used in previous studies of mature scale on the basis of the measurement, the four key variables; secondly, using factor analysis, correlation analysis and regression analysis method, empirical analysis of the relationship between composition, capability of H city and county level leadership team cohesion and the process of power structure and team performance; finally, based on the analysis of the conclusion, on the basis of the results of the interview, for the formulation of the development strategy of H city organization and personnel policy, build more suitable for H’s leadership team and put forward some suggestions and measures.
