It is hardly to depend on the individual leading cadre to seize the right moment and seek the development in the modernization construction, but relies on the power of the leadership and brings the power. The leadership which can take on the modernization construction work with highly active and fast tempo, not only need the leading cadres of great ability but also need structural grouping of best. The township is the basic level of the government. The leadership of the township is the leading of this organization, which play the role as a leading nucleus among all these organizations. They are urgently needed to enhance the whole function of the grassroots party leadership that researching and improving the structure of the leadership, analyzing the problems of leadership structure, improving the mechanisms and seeking the optimized corresponding measures to correct some unreasonable things on the principle of optimizing structure.According to the theory of leadership and Management, the article takes the Wenzhou Lucheng district's township as the example, to make an exposition of the relations between the structure and the function of the leadership. Furthermore, by means of overall and case analysis on the current structure and the operation of the leadership in Lucheng district's villages and towns, the writer has found that there were so many main problems, such as age breaks the layer and unreasonable age echelonment in the structures of age, narrow knowledge scope and low knowledge level in the structures of educational history, inexperienced township leading work in the structures of political experience, insufficient Influence from the full members to the deputies in the structures of authority and unconscionable division of work and unfit post in the structures of working. However, the main crux of all above lies in the wrong manning thought, the insufficient personnel advice rights of full members, the inflexible manning, the distempered post responsibility standard, the imperfect cadre select system and so on. In view of these reasons, the writer suggests that optimizing the leadership structure must persist in the willingly adaptive principle, the keen witted, high-efficient principle and the coordinated principle. Simultaneously, what need emphasized are improving the competitive mechanism, strengthening the screening and selection function; improving the communication mechanism, strengthening the Nurture function; improving the exit route mechanism, strengthening the metabolism function. In these foundations, the government must through corresponding measures to realize the optimization, such as setting up the correct manning thought, vesting certain personnel advice rights for the full members of leadership, manning each kinds of leadership flexibly, perfecting the leadership post responsibility standard and the cadre select system.
